ADMINISTRATOR AND FINANCE COORDINATOR
PALESTINE OFFICE
BACKGROUND
Alianza por la Solidaridad (Alianza) is a Spanish NGO existing since more than 30 years and present in the Middle East since 1993. Since 2009 it has developed a process of sectorial and geographical targeting for its interventions, which meant the prioritization of women’s rights and gender equality. Alianza por la Solidaridad (Alianza) in the Middle East works within three main lines of action:
- Prevention and response for Gender Based Violence, individual and community approach.
- Women´s economic empowerment.
- Women´s participation and active citizenship.
Alianza maintains stable local partners with whom it works in a sustained manner and deepening not the relations and regular contacts through the office in the field, but a fluid communication and analysis of the changes caused by the protracted conflict-related crisis and humanitarian situation in Palestine. Engaging men is a key piece to achieve meaningful results in gender equality, therefore, since 2017 there is a progressive work on implementing a new masculinities approach with community members and with CBOs, partners and other key actors. Alianza works closely with its partners and support their work in a manner that represent Alianza and the partners values. Alianza has extensive experience and expertise on women´s rights and there is a high degree of knowledge about the environment and only relation with the population, civil society organizations, other humanitarian actors and local public entities.
Alianza por la Solidaridad is member of Action Aid since June 2018. Action Aid and Alianza share the idea that when people become aware that their future is in their hands and when they organize to challenge power structures and contribute to the betterment and changing of institutions, changes can succeed. These changes should take place on a global scale in order to generate maximum impact, and they should be rooted in the political values of solidarity and internationalism. In addition, for Action Aid and Alianza, Social justice, gender equality, and climate justice succeed through individual and collective actions that actively change inequitable and unjust power relationships, either hidden, visible, or invisible, from the home to local, national, and international spaces. The empowerment of people that live in poverty and marginalization, and of women and youth is a crucial part of creating these changes. Collective efforts and fights are stronger when they are bound together through solidarity, campaigns, and common causes between communities, organizations, and social movements and other allies to influence local and global institutions and public policy.

JOB DESCRIPTION
The General Administrator and Finance Coordinator of the Country Office will be responsible for ensuring the proper economic and administrative management and accountability of the Alliance in Palestine in the economic field.
Reporting Line: The General Administrator and Finance coordinator will report to the Country Manager.
MAIN TASKS AND RESPONSIBILITIES
The Administrator and Financial Coordinator will be responsible for:
- Ensure (implementation and direct supervision) of an adequate Economic Control, Planning and Monitoring system for Alianza’s interventions in Palestine.
- Ensure the implementation of the financial monitoring system for actions to identify and establish mitigation mechanisms for possible deviations from the financial justification standards of the public and private donors of Alianza in Palestine.
- Financial planning and reporting to funders, supported by staff.
- Ex-ante analysis for the prevention of deviations and/or incidences of the different interventions in execution.
- Provide the headquarters and other members of the Palestine team with economic information on the interventions in a quick and concise manner.
- Make requests for transfers and payment orders at international and local level.
- To provide support to the requirements for the correction of the economic justification of projects and programmes that have been finalised.
- Budgeting at the formulation stage according to the indications of the country technical team and the donor's regulations.
- Management, training and supervision of Alianza in Palestine's administrative team in terms of accounting, project control and monitoring
- Supervise the preparation of the economic and administrative support documentation for the formulation processes according to the indications of the country technical team.
- Validate Collaboration Agreements with local partners at the financial level.
- Validate ToR and contracts to suppliers and human resources
- Training, support and specialised reinforcement for Allianza’s partner organisations in Palestine.
- Ensure (implementation and direct supervision) of an adequate administrative and accounting management system for the Alianza’s office in Palestine
- Office administration, planning, management, monitoring and accounting.
- Prepare annual and multi-annual budget projections for the structure of the Alliance office in Palestine.
- Provide the Country Coordinator and Headquarters with timely, concise and transparent information on the implementation of the office's budget.
- Submission of documentation (VAT exemption, income tax, technical and financial reports) to national authorities.
- Oversee payroll and other payments associated with operational expenses to Alianza staff in Palestine.
- With the support of the team, ensure the administrative arrangements necessary for the proper functioning of the Palestine office.
- Management of the organisation's inventory in Palestine.
- Supervise procurement and procurement of supplies, ensuring the correct application of the procurement manual in the country.
- Accounting: prepare and/or supervise bank reconciliations and office petty cash.
- Management, training and supervision of Alianza’s administrative team in Palestine.
- Lead internal and external audit processes and reports of interventions and of the Palestine office (country audits)
- Complete the design of Alianza’s Economic-Administrative Management Manual according to the needs of the organisation in the country.
- Complete the design of the Alliance in Palestine Procurement Manual according to the needs of the organisation in the country.
- Updating of the Human Resources Manual and salary tables of Alianza en Palestina according to the needs of the organisation in the country.
- Ensure compliance with current taxation in the country and in the hiring of labour personnel and technical services.
- Supervise the administrative and financial staff of the Palestine office under the leadership of the Country Coordinator.
- Facilitate economic information exchange and integration work with ActionAid Palestine and ActionAid Arab Region under the instructions of the Country Coordinating Committees.
- Comply with the Alianza's Security Plan in Palestine.
- Comply with and respect the Code of Conduct, safeguarding policies and all Alianza institutional policies (anti-terrorism, anti-fraud, child protection, etc.).
- Promote an open, participatory and team-based organisational culture within the Alliance office, with ActionAid and with Alliance partners in Palestine.
WORKPLACE
- The successful candidate will be based in Alianza’s office in East Jerusalem.
- The successful candidate will be required to travel as much as necessary within Palestine for the proper performance of his/her duties.
REQUIREMENTS
- University degree or studies related to the functions and duties of the position.
- Master's degree in International Cooperation and/or Humanitarian Aid desirable.
- At least 4 years' experience in international cooperation, including at least 2 years in similar positions.
- Proven experience in administration and coordination, team management, negotiation and financial management of development and humanitarian projects.
- Proven experience in working with Spanish, European and international donors
- Mediation and conflict management skills
- Communication, negotiation, empathy and diplomacy skills.
- Skills in human resources management, leadership and team motivation.
- The working languages are Arabic and English (both compulsory).
- Knowledge of Spanish and Hebrew would be an asset.
CONTRACT AND WORKING CONDITIONS
- Contract: Estimated contract duration is until 31th December 2022, with great possibilities of extension. 3 month probation period.
- Salary:
- Between NIS 8,500 and NIS 10,275 gross monthly salary.
- Starting date: between 1 June and 1 July 2022.
- Costs of work trips to the West Bank and Gaza will be covered by Alianza (Perdiem and accommodation, according to Alianza standards).
- Health insurance will be provided
