Developing Guidelines for Providing SRH and GBV Services to YWWDs

SHS is planning to develop guidelines for providing SRH and GBV relevant services to young women with disabilities. Those guidelines will be distributed to different Government and civil society service provision organizations, and will be utilized to develop an awareness raising toolkit that will be used for awareness raising with the grassroots groups. Based on the two recent studies conducted by SHS on SRHR, there is lack of information for women with disability regarding SRH and the services related to them.

The studies also show that there is lack of services related to SRH as only 36% of the targeted organizations stated that they provide those services. Minimum standards for providing inclusive services to young women with disabilities by the SRH service providers need to be available and followed. Accordingly, a disability mainstreaming guiding principles of accessibility, affordability, adequacy, confidentiality, safety, respect and non-discrimination shall be developed and promoted to different stakeholders, mainly service provision organizations.  The guideline shall also include specific sections for providing SRH and GBV relevant services and shall be built upon the “Eliminating Violence against Women” mainstreaming manual that was developed by SHS.

Description of tasks

SHS is recruiting a consultant/ team of qualified professionals to develop the guidelines. Tasks include the following:  

  • Review and conduct a context analysis and desk review for related international standards, and national legal framework, the existing guidelines regarding EVAW and existing guidelines related to SRHR and GBV and link it with disability inclusion.
  • Review the best practices and current standards (nationally and internationally) in search of concreted disability and gender responsive systems; to be incorporated in developing the guideline.
  • Include comprehensive practical SRH and GBV tools and checklists for the targeted authorities in the various stages.
  • Conduct consultation workshop with related specialized service providers to support the consultant in developing the first draft.
  • Develop the first draft of the guideline.
  • Conduct validation sessions with different stakeholders and specialized professionals.
  • Develop the final draft; taking into consideration SHS comments and feedback from validation sessions.
  • Conduct induction sessions for SHS staff to familiarize to the developed guidelines

Expected deliverables

  • Under this consultancy, SHS requires the service of a specialized professional or team of professional consultant/s to develop guidelines for Providing Rights-Based SRH and Gender-Responsive Services to Address Gender-Based Violence and Sexual and Reproductive Health and Rights. The guideline aims to provide practical and concrete guidelines for making GBV and SRHR services more inclusive of and accessible to women and young persons with disabilities and for targeting interventions to meet their disability-specific needs.

    In close consideration with SHS team, the following deliverables are sought:

    1. A summary report on the existing similar national, regional and international guidelines that are relevant to women with disabilities
    2.  An outline for the guidelines shall be submitted within one week of the commencement of the consultancy work for SHS review and approval; prior to the first draft of guideline.
    3.  A methodology and workplan to be discussed and approved by SHS.
    4. Develop guidelines first draft, based on the existing knowledge and need of service providers. The guidelines shall focus mainly and take into inconsideration women and young persons with disabilities.

Skills and Expertise

Education:

Team leader shall possess at least Master’s degree (or equivalent) in one of the follow areas,  social studies, law /Human Rights, development studies, gender studies or any relevant degree with extensive knowledge of and experience in leading evidence based research studies.

Experience:

Extensive knowledge and experience on gender equality and disability inclusion related issues.

At least 5-7 years of research experience in gender equality, and women’s empowerment areas.

Experience in the service provision context for women with disabilities.

Experience in working directly with women and girls with disabilities will be an asset.

Language Requirements:

Excellent communication and written skills in Arabic is required;

Good verbal and written communication skills in English is desirable.

A lumpsum financial offer in EURO shall be submitted to SHS, inclusive of any relevant taxes, transport costs, etc.
