Project Summary: 

MSI implements USAID’s Middle East & North Africa Monitoring, Study, & Learning Services (MENA MELS) Activity, which supports the design and implementation of rigorous monitoring, study, and learning activities for USAID’s Middle East Bureau and its operating units (OU) in 10 countries in the Middle East and North Africa, including the West Bank and Gaza. Under MENA MELS, the MSI team will conduct a data quality assessment (DQA) for the USAID/West Bank and Gaza (USAID/WBG) Mission’s implementing partners (IP). The purpose of the DQA is to ensure that the USAID/WBG Mission is aware of the strengths and weaknesses of the IP indicator data, as determined by applying the following ADS data quality criteria: Validity, Reliability, Integrity, Precision, and Timeliness. The DQA process is USAID’s standard practice for assessing data quality, documenting any limitations in data quality, and establishing a plan for addressing those limitations.

Position Summary:

The Local Specialist for Data Quality Assessment will provide on-going assistance to the DQA team lead in reviewing a sample of IP indicators to determine their strengths and weakness related to data quality, data collection methods, and reporting. This will include reviewing data, data collection methodologies, data sources, data collection tools, data storage and management practices, and verifying reporting. The Local Specialist will assist the DQA team l in collecting documents from IPs, reviewing documents, assessing indicators and data using an established DQA checklist, facilitating virtual working sessions with IPs to review data methods, and documenting and writing up DQA findings.

Responsibilities:

  • Assist DQA team lead in scheduling working sessions and collecting relevant documents from IPs (e.g. Monitoring and Evaluation Plans, Performance Indicator Reference Sheet (PIRS), Data tables, annual and quarterly reports, data collection forms, etc.).
  • Review IP M&E documents, working to understand their data, data collection, management and reporting processes.
  • Document indicator and data review using the DQA checklist.
  • Participate and facilitate virtual working sessions with IPs, including take notes on discussion and filling out the DQA checklist.
  • Complete DQA checklist focusing on USAID data quality criteria: Validity, Reliability, Integrity, Precision, and Timeliness.
  • Write up DQA findings in final report, including recommendations and plans for addressing any data quality limitations.

Qualifications:

  • Bachelor’s degree required, preferably in social science field, research, or monitoring and evaluation.
  • A minimum five years relevant professional experience related to monitoring and evaluation, preferably with experience working on USAID projects establishing M&E systems, developing M&E plans, conducting data collection and/or managing M&E databases.
  • Experience conducting data quality assessments preferred.
  • Familiarity with monitoring and evaluation, including data collection methods is required.
  • Familiarity with USAID programming and knowledge of USAID ADS policy, guidance and requirements on DQAs is preferred.
  • Experience working with USAID or other international donors preferred.
  • Oral and written proficiency in English required.
