Key Responsibilities:

MAJOR RESPONSIBILITES

 

Major activities


 Monitoring, Analysis, Learning & Evaluation (60%)

a)    In coordination with ECHO’s project Manager, develop the M&E plan in an efficient and effective way and in accordance to World Vision and Donor standards 
b)    Ensure quality of data, including appropriate disaggregation, to enable measurement of grant impact on children and in alignment with project objective and set of indicators.  
c)    Measure and report on project’s progress to Evidence, Learning and Accountability (ELA) Manager, Grant Acquisition & Compliance lead and Project Manager. 
d)    Facilitate lessons-learned discussions with relevant internal stakeholders based on monitoring data, analysis and other results.
e)    Support project manager in the design and administration of M&E tools 
f)    Support assessment, baseline, and evaluation process at the direction of the ELA manager and in coordination with project’s Manager 
    
a)    M&E plan ready, tools are developed and in place to be used. 
b)    Means of verifications for output indicator are reviewed and stored in a box file for reporting purposes 
c)    Data is disaggregated to enable informed decisions regarding targeting beneficiaries.
d)    Trends and other critical, informative analyses are available.

e)    Project staff are informed, reflective and able to act on monitoring results.

 

 Communications (30%)

a)    Actively share information and coordinate with the Communications Specialist. (matrix manager)

b)    Advise on use of World Vision’s and Donor’s brand guidelines to ensure all activities align with prioritized, approved World Vision JWG and Donor messages and branding guidelines for consistent public engagement.

c)    Actively produce content, taking photos and videos of activities in the field in alignment with the donor approved communication plans.  Edit and produce videos as skills allow or manage local consultants/contributors.

d)    Actively prepare project result information for donor engagement, updates and field visits.

e)    Fulfill specific content requests made by the Communications Specialist to help World Vision JWG fulfill its overall external engagement strategy.

f)    Write compelling stories (or propose ideas to the Communications Specialist) that make use of both data from project and compelling human interest.  Use child voice and participation where possible.

g)    Support and contribute to national level publications.

h)    Organize events in consultation with the Grant Acquisition and Compliance Lead, project manager and Communications Specialist and in alignment with the national office’s overall external engagement plan, which includes It Takes a World.

i)    Work with the Communications Specialist to identify and line-up media to participate in World Vision JWG events.

j)    Ensure external presentations are of high quality and align with World Vision’s and donor’s contextualized branding.

k)    Know emergency communications standards and protocols.  Provide emergency communications during disaster.
    

   Other (10%)

a)    Maintain active relations with zonal offices implementing the project and serving as a business partner and informal team member for increased awareness of project’s activities and needs for effective identification of critical monitoring and communications needs and opportunities.

b)    Keep a balance between monitoring and communications tasks, not neglecting one for the other.

c)    Be aware of the Disaster Management standards and operational imperatives as well as the National Disaster Preparedness Plan (NDPP).
d)    Be responsible for own security and actively contribute to a positive security culture.
e)    Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.
f)    Other duties as assigned by the ELA Manager, project Manager and Communications Specialist

متطلبات الوظيفة

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • At least five years of progressive work experience in monitoring and evaluation related to EU and ECHO grants.

  • Experienced in developing M&E tools, quantitative and qualitative data analysis. 

  • Experience in designing or reviewing communication materials following donor regulations 

  • Understanding of humanitarian relief, recovery and development work 

  • Strong communication and analytical skills 

  • University degree/background in Social Sciences or other related field with a strong grants M&E component.

  • Solid knowledge in Microsoft Office, SPSS and / or other relevant software (analysis software). 

  • Good Command of Spoken and written English 

  • The position is based in Jerusalem or Bethlehem. 

  • The position requires ability and willingness to travel up to 30% domestically to project sites

  • Excellent English written and spoken required

  • Arabic written and spoken fluency.
