A.      Background

Catholic Relief Services (CRS) is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, regardless of race, religion, or nationality. CRS has been present in Jerusalem, West Bank, and Gaza (JWBG) since 1961 and currently supports programs in the sectors of humanitarian relief, livelihoods, civil society strengthening, and social justice promotion through its field offices in Ramallah, Bethlehem, Jerusalem, and Gaza. The Civic Participation and Community Engagement (CPCE) Project is a two-year project generously funded by the United States Agency for International Development (USAID). CPCE is an Associate Award to Family Health International (FHI 360) under its Strengthening Civil Society Globally (SCS Global) Cooperative Agreement, implemented by Catholic Relief Services (CRS). Launched in October 2021, CPCE seeks both to enhance the governance and institutional capacity of civil society organizations (CSOs) and to increase participatory community development and civic participation in the West Bank while increasing the inclusion and participation of vulnerable groups. The CPCE Project uses a tailored approach to provide holistic, intensive capacity building and institutional strengthening. Each participating CSO has undertaken a facilitated organizational capacity self-assessment across project-defined capacity areas; building on this assessment the project has worked with each CSO to develop an individualized Action Plan. Each CSO Action Plan includes two to three priority areas that the CSO seeks to improve with a range of supports provided by the CPCE project.

B.      CPCE Capacity Strengthening Approach

CPCE operationalizes the principles of partnership into participatory capacity strengthening processes based on the self-identified needs of participating CSOs to support their organizational, financial, institutional, and programmatic sustainability. This approach aligns with USAID's Capacity 2.0 approach for ensuring that interventions are context-appropriate and that CSOs are empowered to determine their own learning objectives. Adult and experiential learning, "best fit" solutions, and learner-driven frameworks form the content of efforts to strengthen CSOs so that local ownership is prioritized, resulting in greater organizational sustainability.

Each CSO has identified its team to implement the Action Plan. The teams include staff at the organization's senior and technical levels. Team members have the authority to achieve the needed change, including decision making authority for any resulting organizational changes. This team receives support from the CRS CPCE Partner Engagement Officers (PEOs) who serves as the primary project interlocutors with participating CSOs, accompanying the CSOs to implement their Action Plans to strengthen the priority areas each CSO has identified.  

C.      Purpose

CPCE is seeking subject-matter experts in each of the following areas to serve as specialists and offer technical expertise to the CPCE team and directly to participating CSOs:

  1. Strategic planning
  2. Advocacy
  3. Fundraising

The CPCE Program invites consulting firms or individual consultants to submit technical and financial proposals to provide technical capacity strengthening support in one or more of the technical areas as defined in the following Scope of Work. Note, CRS anticipates hiring up to three different consultants or consulting firms, each with dedicated expertise in one of the above areas.

D.      Scope of Work

The consulting firm or individual consultants will provide the following technical support, with close collaboration with CPCE staff. The consulting firm or individual consultants will work closely with each CSO to provide the technical inputs based on their Action Plans, ensuring that this support is tailored to the unique needs and priorities of each CSO. In line with the CPCE capacity strengthening approach, the role of the consultants will be as techinical advisors providing support, guidance, accompaniment, and technical assistance to the CSOs staff. CSOs are ultimately responsible to lead and realize their Action Plans.

Technical assistance may utilize a combination of mechanisms including but not limited to formal training, coaching, resource development (e.g. toolkits, guidance documents), etc. Where available, the consulting firm or individual consultants will utilize CRS tools and resources. In all cases, the consulting firm or individual consultants will use evidence-based models in line with global best practices and industry standards both in the West Bank and globally, with specific focus on most engaging vulnarable groups. For example, all CSO-facing deliverables will utilize adult learning prinicples, ensuring trainings and workshops are activity-based and participatory. Workshops and trainings will introduce core concepts within the relevant technical area for participating CSOs. Follow-on coaching will be tailored to the needs and current capacity level of each.

Timeline for the assignment: This assignment is planned to start from October 2022 until May 2023.

CRS is seeking the services of a consulting firm or an individual consultant that have/has the following:

1. STRATEGIC PLANNING

  • Bachelor's degree in a related field (preferably a master's degree).
  • Demonstrable experience in conducting strategic planning consultancy in the non-profit sector.
  • At least five years of work experience and proven record of having undertaken similar assignments.
  • Excellent organizational and analytical skills.
  • Excellent communication skills, ability to prioritize, and work with minimum supervision.
  • Understanding of and ability to lead participatory facilitation.
  • Excellent command of oral and written English, including strong documentation and report writing skills.

2. ADVOCACY

  • Bachelor's degree in a related field (preferably a master's degree).
  • Demonstrable experience in conducting advocacy, policy, campaign, and strategic management consultancy in the non-profit sector.
  • At least five years of work experience and proven record of having undertaken similar assignments.
  • Excellent organizational and analytical skills.
  • Excellent communication skills, ability to prioritize, and work with minimum supervision.
  • Understanding of and ability to lead participatory facilitation.
  • Excellent command of oral and written English, including strong documentation and report writing skills.

3. FUNDRAISING

  • Demonstrable experience in conducting business development and fundraising responsibilities in the non-profit sector.
  • At least five years of work experience and a proven record of having undertaken similar assignments.
  • Excellent organizational and analytical skills.
  • Excellent communication skills, ability to prioritize, and work with minimum supervision.
  • Understanding of and ability to lead participatory facilitation.
  • Excellent command of oral and written English, including strong documentation and report writing skills

How to apply:

  • Interested applicants with relevant experience and qualifications are encouraged to apply through the CRS portal http://jobs.crsjwbg.org/Jobs/index no later than 4 September 2022.
  • Applications should include both a technical and financial proposal. Technical applications should include the consulting firm or individual consultant’s profile, the proposed technical approach, and the methodology for implementing the assignment and application form. Financial offers should consist of New Israeli Shekels (NIS) prices and must be valid up to 90 days after the submission date. The financial proposal should include a daily rate. The total cost should be "all-inclusive" and cover all the consultant's expenses, including travel, supplies, and any required insurance and taxes.
  • CRS will review the qualifications of the specific individuals wishing to fulfil the role and will be responsible for selecting the consultant(s) for each component.
  • CRS reserves the right to interview candidates, request supporting documentation for experience and expertise, or request additional information or documentation that could facilitate the selection.
  • CRS reserves the right to reject all bids and to decide not to pursue this procurement. CRS is not obliged to procure the lowest priced offer when the lowest price does not offer the best overall value, all other factors considered.
  • The service provider must submit four hard copies of the technical and financial proposals and place the technical and financial in two separate envelopes.

Only shortlisted applicants shall be contacted for an interview before contracting.

B.      General Notes:

  • The successful bidder will be required to sign all donor-required documents.
  • The consultant(s) cannot be a current Palestinian Authority (PA) employee.
  • CRS has the right to request illustrations or modifications/negotiations after awarding decision.
  • CRS is not committed to the least price offer and has the right to cancel or re-advertise this ToR without explaining the reasons.
  • CRS may select more than one consultant to complete the full scope of this ToR. If this is the case, the responsibilities of each individual will be made clear in each respective contract.
