A not-for-profit developmental organisation wishes to recruit a fulltime "Administrative Department Director”through Excellence Hire as an external recruiter.

The successful applicant will have a Master's degree in Business Administration or any other related field, at least 10 years of work experience in the field of administrative functions, excellent experience in developing, managing and following up on daily activities in various fields, experience in the use of technology and computer applications/software.

The position holder will  supervise Procurement, Information Technology, HR, facilities, and Administrative services departments, and will report to the general manager.

The main role for this position is leading and ensuring the availability of support services, so that they contribute to achieving the organization's goals and strategic directions, by proposing solutions, developing long-term operational strategies, and supervising administrative and support operations (human resources, information technology, procurement and contracting)

Responsibilities and tasks:
Leadership
 
  1. As a member of management team, the Director of Administrative Department contributes to strategic development and ensuring integration between programs, representation of the institution, and also contributes to making major decisions that affect the institution.
  2. Supporting other managers in all matters relating to operations.
  3. Coordination with external parties (consultants, auditors, lawyers, official departments, ... and others) where necessary.
Main tasks
  1. Ensuring that the administrative team provides the required support to implement the goals and objectives of the institution efficiently, in accordance with the approved policies and guidelines and the required level of quality.
  2. Supervising the development of annual work plans for the functions of administrative operations, following up on their implementation, setting the necessary budgets for operations and supervising them.
  3. Develop and enhance the efficiency of operational policies and ensure adherence to them.
  4. Evaluating the efficiency of the procedures according to the objectives of the institution, periodically, proposing solutions and applying improvements and corrective measures.
  5. Oversight of the day-to-day management of tasks in administration Department to ensure smooth work.
  6. Reviewing the financial information and reports for the department and amending the relevant budgets to ensure the highest level of efficiency.
  7. Ensuring the efficiency of the administration and the smooth running of operations in the buildings and facilities to the fullest extent, and ensuring their compliance with the policies and guidelines.
  8. Supervising the procurements of goods and services, following up on all relevant procurement procedures, and ensuring compliance with the policies and approved budgets.
  9. Ensure that all the property of the institution is insured, against any potential risks (against fire, a third party, ... etc.).
  10. Ensuring the effectiveness of the information technology systems used in the organization, and compliance with security measures and all related policies and guidelines.
  11. Lead the human resources functions in the organization and ensure adherence to relevant policies and guidelines.
  12. Review and approve the preparation of the monthly payroll.
  13. Supervising the handling of complaints and disputes in the workplace, and applying disciplinary measures according to the approved policies.
  14. Evaluate the overall performance of administration by collecting, analyzing and interpreting relevant data, statistics and reports.
  15. Direct management of heads of administration department and staff, and providing direction, training, supervision and advice consistent with their capabilities, roles and responsibilities.
  16. Develop and update job descriptions for all staff members in the department as necessary.
  17. Supervising the performance of employees in the administration team to ensure that they possess the knowledge and capabilities necessary to perform their roles, and develop capacity building plans and initiatives that enable them to achieve the requirements of these roles.
  18. Facilitating a high performance environment for the established team, rewarding success and allowing more independence for those who demonstrate merit at work, ability to manage performance, and support others at the same time.
  19. Ensure effective communication between programmes/units and work teams.
Competencies:

Qualifications:
  • Master's degree in Business Administration or any other related field.
Experience:
  • At least 10 years of work experience in the field of support functions
  • Excellent experience in the development, management and follow-up of daily activities in various fields.
  • Experience in the use of technology and computer applications/software.
Technical Skills:
  • Good analytical abilities.
  • A good negotiator, who has the ability to positively influence the work between different departments and sectors.
  • Excellent organizational and administrative skills.
