Communication Consultant

August 2022 - July 2023

 

INTRODUCTION

Catholic Relief Services (CRS) is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS has been present in Jerusalem, West Bank, and Gaza (JWBG) since 1961 and currently supports programs in the sectors of humanitarian relief, livelihoods, civil society strengthening, and social justice promotion through its field offices in Jerusalem, Gaza, and Bethlehem. Through funding from the USAID Mission to the West Bank and Gaza, Family Health International (FHI 360) is supporting Catholic Relief Services (CRS) to implement the Civic Participation and Community Engagement (CPCE) Project to enhance the institutional and governance capacities of CSOs enabling them to become more influential advocates for and to provide support to their constituents and marginalized vulnerable groups. Simultaneously, the project will invest in CSOs with the vision and capacity to invigorate civic participation aimed toward increased accountability and transparency. All participating CSOs will be included in core capacity building, especially as linked to the inclusion and participation of vulnerable groups throughout their work.

PURPOSE

CRS seeks a communications consultant to develop tailored communications products to highlight CPCE programming. Communications products will primarily be in English.

DESCRIPTION OF WORK

The communications consultant will be responsible for the following tasks:  

  • Review the project implementation plan in close coordination with CRS’CPCE Deputy Chief of party and develop a one-year communications plan. The communications plan should include key communications events/opportunities to be captured, products to be developed for targeted audiences and relevant dissemination plans, and timelines for implementation.  
  • Travel to project sites in the West Bank to collect images, video footage, and interviews highlighting projects’ achievements.
  • Work with CRS staff to identify relevant CPCE participants for communications purposes and secures signed release forms using the CRS template.
  • Undertake interviews with beneficiaries to gather sufficient information for captions, social media stories and success stories.
  • Work with CRS staff to take relevant and mutually pre-agreed upon high resolution photographs of participants and CSO activities; edit photographs and provide captions; and send images to CRS through an agreed upon FTP delivery process such as WeTransfer or Dropbox.
  • Develop success stories and social media stories; receive and accommodate CRS feedback; provide finalized success stories and social media stories within a mutually agreed upon timeline.
  • Ensure all beneficiaries photographed or interviewed sign a release form using CRS’ template.

CONDITIONS

  • The consultant will receive an initial briefing from CRS to provide additional context and parameters to the scope of work.
  • The consultant will travel to sites in 11 West Bank governorates, including East Jerusalem; the consultant will provide his/her own transportation unless otherwise arranged with CRS.
  • The consultant will utilize his/her own camera, laptop, internet connection, and mobile phone.
  • The consultant and CRS will agree on the format of all written products in advance.

  • All information received during the execution of the scope of work shall be treated as confidential and proprietary to CRS and cannot be reused without written consent of CRS.

PROFILE OF THE CONSULTANT

  • Bachelor’s degree in communications or related field
  • At least five years of experience in communications
  • Experience working with civil society organizations, preferred
  • Fluency in Arabic and English

 DELIVERABLES

  • Communications Plan, prepared in consultation with the Chief of Party and Deputy Chief of Party.
  • A total of twenty-five (25) one-page success stories that meet CRS’ standards for effective success stories, including layout and photography (quantity to be confirmed based on communications plan)
  • A total of twenty-four (24) social media stories, with content and photos suitable for Facebook and Instagram (quantity to be confirmed based on communications plan)
  • A total of 100 high resolution photographs with captions (approximately four photographs per project)

LOCATION OF THE WORK

The work will include field visits approximately three to seven days a month with the remaining work done from home.  CRS can also make a workspace available in its office in Ramallah for non-field work, as desired.  The consultancy may also include periodic in-person meetings with CRS staff in Jerusalem, Ramallah, or Bethlehem offices.

 CONSULTANCY DURATION

The consultancy period is August 2022 – July 2023. Specific dates will be agreed in coordination with CRS. The volume of work may range from three to seven days a month based on an “as-requested” basis derived from the communications plan jointly developed. Final deliverables are due by the mid and end of each month.

 REPORTING

The Consultant will report directly to the CPCE Deputy Chief of Party on all aspects related to this consultancy.

 PAYMENT

The rate shall be proposed by the consultant per working day (where a working day is 8 hours) paid at the end of each month according to the total days worked per aggregated working hours for CRS Review and Approval, in addition to a Tax deduction at source certificate. In case the certificate is not presented, CRS will deduct 5% of the value of that payment and submitted on behalf of the consultant to the tax department. The daily rate must include utilizing one’s own camera, laptop, internet connection, mobile phone and transportation to the locations.

GENERAL RULES

  • CRS has the right to request illustrations or modifications/negotiations after awarding decision.
  • CRS is NOT committed to the least price offer and has the right to cancel or re-advertise this TOR without explicating the reasons.
  • CRS may select more than one consultant(s) to complete the full scope of this Scope of Work. If this is the case, the components for which each individual is responsible will be made clear in each respective contract.

TENTATIVE DATES*

  • Submission deadline: July 29, 2022, 12:00pm (noon)
  • Selection decision: August 12, 2022, close of business
