The Grant and Procurement Officer will provide support to Forsah USAID-funded Technical and Vocational Education and Training (TVET) activities by ensuring the efficient management, implementation, and compliance of subgrants with IREX and USAID rules and regulations. They will provide guidance and support to the program team in procurement of goods and services and compliance with Mission Order 21 vetting procedures.

Your Daily Tasks

  • Manage and coordinate a portion of subaward activities, including subgrant design, competition, due diligence, negotiations, preparation of subgrant documents, administration, monitoring and closeout.
  • Design and manage procurement processes and tools, coordinate and support compliance, vetting, and procurement trainings.
  • Apply PYD approaches and Do No (More) Harm approaches and address Gender and Disability Inclusion considerations and Environmental considerations in their work. 
  • Other duties as needed and assigned.
  • Regularly monitor, communicate with, and coach subgrantees to ensure smooth implementation and compliance.
  • Support the establishment, cultivation, and maintaining of relationships with the ecosystem of program stakeholders, including public sector entities, civil society organizations, community-based organizations, and local governments, donors and implementers, program beneficiaries, and others.
  • Build and maintain collaborative working relationship with colleagues, consortium partners, and network of program stakeholders.
  • Cultivate durable partnerships, facilitate locally led designs, use evidence-based decision-making, and ensure sustainability of approaches in their work. 
  • Contribute to unit data collection, analysis, reporting to USAID and on-going Collaboration, Learning, and Adaptation (CLA) approaches in their work and in coordination with MEL colleagues. 
  • Contribute to timely and accurate reporting and other deliverables to USAID.
  • Maintain updated subgrant files and ensure that designated subgrants are well-administered and implemented in compliance with the relevant USAID rules and regulations, and IREX policies and procedures.
  • Support internal coordination of activities related to development and implementation of subgrants and contracts, including internal certification/clearance procedures, financial monitoring and payment disbursements in a timely manner, preparation of RFPs/RFAs, outreach activities.
  • Serve as point of contact for compliance and vetting questions from program staff and partners, including review of applicable regulations and internal policies.
  • Contribute to proper budget management and financial spending for program components.
  • All Forsah USAID-funded Technical and Vocational Education and Training (TVET) staff will meet high standards of financial management and compliance, including contributing to accurate and timely vetting under MO21. 
  • Work closely with TVETs to assess cost-economy and complete financial modelling to inform sustainable cost structures and market-based strategies.
  • Provide compliance review of program and office procurements; review and prepare grant and contract modifications.
  • Respond to changes in the operating environment to meet the desired objectives.
  • Contribute to activities that are gender sensitive/transformative, align with positive youth development, and emphasize participatory and youth-led approaches.

  • Employ creativity to adapt to learning and challenges throughout implementation.
  • Contribute to programmatic cross-cutting themes are applied and incorporated in all plans, activities, and reporting, including PYD, GESI, and Green approaches.
  • Monitor implementation challenges, develop creative solutions, and keep others informed.
  • Monitor assigned activities for security challenges; work with colleagues and partners to address or adapt to security challenges.
  • Ensure activities support sustainable approaches to improve capacity of individuals and institutions to drive stable, long-term improvements.
  • Other support duties as needed.

متطلبات الوظيفة

Your Background & Skills

  • Bachelor’s degree in economics, finance, international development, business administration, public administration, management, or relevant field.
  • Minimum of 3+ years of proven grants management experience, preferably with USAID-funded projects.
  • Proven competency with analyzing budgets.
  • Strong understanding and knowledge of USAID rules and regulations including Mission Order 21.
  • Experience with applicable regulations for acquiring goods for program use in Gaza.
  • Understanding of the economic, educational, and youth contexts in Palestine.
  • Excellent quantitative and qualitative analytical skills; attention to detail, reliability, thoroughness, and accuracy with numbers.
  • Excellent organizational skills: ability to plan, prioritize, track files, and effectively manage information.
  • Excellent interpersonal skills: ability to work cooperatively with others and demonstrate professional and ethical, behavior when interacting with partners and stakeholders.
  • Ability to work independently and in a team and the ability to take initiative, meet deadlines, and be flexible.
  • Ability to handle multiple priorities and complete tasks and projects in accordance with stated deadlines.
  • Ability to cultivate relationships and collaborate with a variety of stakeholders including youth, government ministries and officials, NGOs, donors, the private sector, and community-based institutions.
  • Commitment to inclusive programming that encourages full participation of individual regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
  • Must be fluent in English and Arabic.
  • Palestinian citizenship or residency with work authorization.
