Post locationRamallah, with frequent travel to the field (around 30-50%)

ROLE PURPOSE:

The Livelihoods Technical Advisor (TA) is a critical position for Save the Children in oPt; they play the lead role in the design, implementation and monitoring of high-quality livelihoods program, including cash and food security, for thousands of children and their families across the oPt. This role covers all thematic priorities under Save the Children’s global ambition to end Child Poverty. The role is expected to lead the thinking around integrated, nexus-oriented, community centered delivery of humanitarian, resilience, and development-oriented responses in a context of protracted crisis. This role is needed at a time when inflation is driving a poverty crisis, creating hunger an d extreme need in both Gaza and the West Bank.

Under the general direction of the Program Development, Quality and Advocacy (PDQA) director, ensures all livelihood programming is of excellent technical quality, coherent and aligned with SC and cluster strategies and attracts significant donor funding. The post holder is expected to provide hands on technical support to project and partner staff to ensure program quality is maintained and programming objectives are successfully achieved.

The post-holder also contributes to the development and/review of the country strategic direction and actively lead in the development of livelihood programs and strategies. S/he undertakes regular assessment to understand capacity gaps and initiates capacity strengthening efforts.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Director of Programme Development, Quality and Advocacy (PDQA)

Dimensions: The OpT Country Office (CO) has diverse programs in areas of Food Security and Livelihoods, Health, Child Protection, Child Rights Governance, and Education and is present in West Bank, East Jerusalem and Gaza.

KEY AREAS OF ACCOUNTABILITY :

Technical Leadership and capacity building:

  • Provide technical leadership for livelihoods in the Country Office, developing thematic strategies that feed into the Country Strategic Plans.
  • Coordinate and deliver technical capacity building for Save the Children staff and our partners, working with field teams to prioritize training needs and resource these appropriately.

Ensuring program quality (at design and implementation)

  • Work closely with the PDQA Director and new business development colleagues to identify and pursue funding opportunities; engage with technical partners, donors and colleagues across Save the Children to design strong quality proposals.
  • Lead the technical scoping, design and proposal writing of livelihoods proposals building on best practices and evidenced based approaches. Ensure that gender, disability and resilience considerations are reflected in our programme design and implementation.
  • Liaise with the operations department to ensure relevant staff and partners receive the necessary and appropriate technical support to deliver quality livelihoods programs with impact. In consultation with staff and partners, agree on the range of advice, support, training and/or other assistance required from you to facilitate high quality programming. This will involve regular visits to Save the Children operational areas.
  • Lead in technical analyses of livelihoods, cash-based and other poverty alleviation programming including Child Wellbeing Assistance impact reports, Program Briefs, Post Distribution Monitoring reports, Household Economy Analysis outcome analyses, and other evidence generation. This includes developing and application of tools for project staff and partners to improve the quality of our livelihoods work.
  • Provide oversight and guidance to the programme implementation teams and partners to ensure that thematic programme components are technically sound, implementation methods are consistent with national and global strategies, acknowledged good practice (e.g. Save the Children Common Approaches and global evidence); and are likely to achieve scale, as well as equitable and sustainable results.
  • Promote and monitor our livelihoods programs through participatory methodologies that promote gender equality and inclusion (including child-friendly and gender sensitive/transformative methodologies) in order to ensure it meets mini mum standards (quality benchmarks) and overall, delivers impact for children and families.
  • Co-lead in the evaluation and review process for all Livelihood projects, including the development of Terms of Reference, selection and management of consultants.
  • Review relevant donor reports to ensure that technical debates are well articulated and reports are of acceptable quality before submission.
  • Support colleagues (as needed) to develop emergency preparedness plans, and conduct sectoral assessments (including gender analysis, using SC assessment processes and tools) and to design and deliver emergency response and recovery programmes.

Networking & External Engagement:

  • Contribute to the development of advocacy messages and materials in the relevant sectors.
  • In alignment with Country Office strategy, represent Save the Children in relevant livelihoods technical coordination and networking bodies such as clusters and working groups such as the Food Security Cluster or the cash working group.
  • Leverage and liaise with technical colleagues from across Save the Children, including technical working groups (TWG) and Communities of Practices (CoP), ensuring that learning from the Country Office is shared with others and global lessons brought back.

In order to be successful you will bring/have:

QUALIFICATIONS

  • Masters studies in discipline related to agricultural economics, development economics, agriculture, food security, cash and markets or other relevant discipline or commensurate work experience in lieu of postgraduate qualification.

EXPERIENCE AND SKILLS

Required

  • At least 5+ years’ experience of leading the design and implementation of humanitarian and development programmes in the field of livelihoods.
  • Understanding of the livelihoods in OpT or at least the Middle East.
  • Familiar with several, but not all, livelihoods approaches; livelihood and market approaches, green jobs, financial inclusion, market-based programming, youth and women economic empowerment, cash and voucher programming, Household Economy Approach (HEA) orgraduation and livelihoods resilience building approaches.
  • Demonstrated program design, monitoring and evaluation skills, including designing pathways to sustainable impact at scale.
  • Experience of strategy development and planning
  • Experience of promoting quality and impact through at least one cross-cutting area: gender equality and inclusion, adaptive and safer programming; child rights; disability; migration and displacement.
  • Experience of supporting humanitarian preparedness, response and recovery
  • Significant experience in training, capacity building, and mentoring
  • Fluent in English and high level of English writing skills.

Desirable

  • Knowledge and understanding of SPHERE Standard and other principles of humanitarian work.
  • Experience in promoting children’s participation in programme design, implementation and evaluation.
  • Good understanding of social protection, cash and poverty reduction strategy framework and related processes.
  • Working experience in planning and response to large-scale food insecurity situations.
  • Fluent in Arabic

NRC in Palestine

In Palestine, NRC provides humanitarian assistance and promotes respect for international law in one of the longest-running displacement crises in modern history. In the West Bank, including East Jerusalem, and Gaza, NRC’s work includes emergency preparedness and response, education, ICLA, protection, shelter and WASH.

The Livelihoods Technical Officer is a member of the Urban Displaced Out-of-Camps (UDOC) team under the leadership of the UDOC Programme Coordinator (UDOC PC) in Gaza. The Livelihoods TO supports the development of NRC’s livelihoods ambitions in Gaza, more specifically, leading on livelihood-related assessments in coordination with the UDOC, Education, Protection, Shelter and Cash teams. The TO will also closely track changes in the livelihood’s context; support the translation of analyses into action, and contribute to new livelihoods programme design in Gaza. The TO will engage with all Livelihoods and Food Security (LFS) related projects, including those under new Education programming and the Gaza Protection Consortium (GPC).

Specific responsibilities

  1. Contribute and support the consideration and inclusion of cash-based interventions and market-based approaches within (and across) NRC core competency responses, where appropriate.
  2. Responsible for compiling project documentation – collection, verification, filing – of technical activities of Livelihood assessments and related projects.
  3. Recommend livelihoods program priorities and explore, evaluate, and present new opportunities that leverage or complement existing activities
  4. Support/Oversee relevant assessments and mapping exercises to collect data that informs program development
  5. Design, supervise and conduct needs, market assessments, and price monitoring when required including analyzing and reporting the findings.
  6. Support training of NRC staff on cash and markets, and livelihoods programming
  7. Work closely with the Education teams on future youth skills programming, informing project design and implementation based on gathered evidence.
  8. Contribute to the identification of new activities, areas of intervention, and partnerships.
  9. Provide technical input to donor proposals, including contributing to their writing.
  10. Prepare projects progress reports and contribute to donor reports
  11. Establish strong working relationship with targeted communities, including local leaders and identification of local focal points.
  12. Participate in internal and external livelihood, and cash focused coordination meetings, representing NRC at area level based as delegated by line manger
  13. Promote and share ideas for technical improvement in design, delivery or monitoring of market based and livelihood-related projects.
  14. Undertake any other reasonable task assigned by management.

Our Ideal Candidate must have:

  • At least 5 years of previous experience working as a Project Officer/Coordinator in a humanitarian/recovery context.
  • At least 2-year experience implementation of livelihood and food security programmes.
  • Preferred experience in market-based programming including cash and voucher assistance such as cash for work, small business grants and multipurpose cash assistance
  • Preferred experience in running or working in small business establishing and development in various sectors such as agriculture, IT, services, industrial, food, maintenance etc.
  • Demonstrated experience with conducting technical and vulnerability assessments, including design and coordination of market assessments.
  • Experience conducting focus groups, questionnaires, and surveys.
  • Experience working in coordination and liaising with internal and external actors.
  • Ability to multi-task and work with short deadlines
  • Ability to work independently and proactively with limited daily support and supervision
  • Experience working on the topic of labour, specifically for conflict-affected; displaced persons; refugees and/or other vulnerable groups in Gaza.
  • Knowledge of the Gaza and broader Palestine human and economic development context.
  • Fluency in English and Arabic, both written and verbal

In this position, you will join a highly motivated and experienced team making a difference for vulnerable people in one of the world's most complex humanitarian crisis.

Additional Information:

Contract duration: 12 months

Working hours: 40 hours/week, Sun-Thu (5 days per week)
