EducAid NGO : MEAL Officer

Job Description

EducAid is an Italian NGO working in the Palestinian Territory since 2003 with the aim of strengthening the rights of persons with disabilities.

In the framework of the project "“Nothing about us without us: Strengthening the role and capabilities of Disable People Organizations (DPOs)” (AID.011869) and to complete building its human resources in the West Bank office, EducAid announces its need to hire a MEAL Officer according to the following criteria:

Duties and Responsibilities:

Working closely with all EducAid staff in the Country, under the supervision of the Head of

Mission and relevant Project Managers, the MEAL Officer will be responsible for monitoring

the correct implementation of the projects.

In particular, the MEAL Officer will:

- Develop and strengthen monitoring, inspection and evaluation tools and procedures for the

project components and activities.

- Monitor all projects’ activities and progress towards achieving the project outputs.

- Recommend further improvement of the logical framework of current projects and in the

project design phase.

- Develop monitoring and impact indicator for the project success.

- Monitor and evaluate overall progress on achievement of project results.

- Monitor the sustainability of the project's results.

- Provide feedback to the Project Managers and field coordinators on project strategies and

activities.

- Suggest strategies to the Project Managers for improving the efficiency and effectiveness of

the project by identifying bottlenecks in completing project activities and developing plans

to minimize or eliminate such bottlenecks.

- Collect monthly progress reports from coordinators of all projects implemented in WB.

- Participate in all the project team meetings and briefings.

- Report quarterly on progress status regarding projects.

- Collect data (i.e. pre-post questionnaire) when main activities are implemented in all project

activities on PM request.

- Periodically assess the organization’s partners’ skills, level of participation and engagement.

- Conduct capacity assessment on existing monitoring and evaluation system.

- Develop internal indicators and a monitoring strategy for projects and programmes.

- Meet periodically (i.e. monthly) with all PMs to discuss project activities and measure the

progress against indicators.

- Participate in annual project reviews and planning workshops and assist the Project Manager

in preparing relevant reports.

- Support PM in final or mid-term evaluation or any other kind of evaluation on all the

organization’s projects.

- Set up and oversee a complaint mechanism allowing partners, beneficiaries and other

stakeholders involved in EducAid’s projects to submit complaints about inefficiencies,

misconducts or abuse.

- Assist the project personnel with M&E tools and support them in their correct and efficient

use.

- Perform other duties related to monitoring and evaluation as required.

Skills/Qualifications:

  • University Degree preferably in Developmental studies, Economics or related field.
  • At least 5 years of experience in the design and implementation of M&E/ in development projects implemented by national/international NGOs.
  • Experience in designing tools and strategies for data collection, analysis and production of reports;
  • Expertise in analyzing data using statistical software;
  • Strong training & facilitation skills.
  • Excellent oral and written communication skills in both Arabic and English.
  • Organises and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships
  • Plans, coordinates and organises workload while remaining aware of changing Priorities and competing deadlines
  • Establishes, builds and maintains effective working relationships with staff and clients to facilitate the provision of support
  • In-depth knowledge on M&E and development issues
  • Excellent knowledge of monitoring and the application of methodology: Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities;
  • Excellent communication skills (written and oral): Sensitivity to and responsiveness to all partners, Respectful and helpful relations with donors and project staff.

Background:

Center for Women’s Legal Research Counseling and Protection (CWLRCP) is a local NGO, independent, nonprofit, established in 2005 by a group of lawyers and activists in all feminine, community and legal fields. The Center attained its license in 2006 by the Ministry of National Economy. It has a registration number 563141852. It is located in Gaza, where it provides its services to target groups from all over Gaza Strip.

CWLRCP is considered as one of the first local organizations that works on legal assistance and promotion of reaching justice and equality. It aims at enhancing and empowering women so they can achieve justice and attain their rights in the Palestinian Society. The Center is committed, through its vision and message, to achieving human rights that include responsibility, commitment of rule of law, transparency, tolerance, justice, equality, participation and empowerment of marginalized categories.

 CWLRCP  is currently  looking for qualified candidates to fill the position of:
+ Monitoring, Evaluation, Accountability and Learning Officer (MEAL Officer)
+ Type: part time  contract.
+ Place: Center for Women’s Legal Research, Counseling and Protection (CWLRCP)
+ Contract period: 17 months

Job Description:

Responsible for the implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) framework for the organization’s projects/programs and contribute to the design and implementation of related core M&E and development activities of CWLRCP

Specifically, the MEAL Officer will work on:
- Development  A MEAL system, including designing a framework for the monitoring, evaluation, accountability and Learning of the CWLRCP project/program activities and defining methodologies for collecting data that will be used for monitoring the effective implementation of the CWLRCP projects/programs
- Working closely with all CWLRCP teams to ensure timely and accurate collection of data required for regular updating of the relevant Indicators that will be used to assess the progress of implementation of the CWLRCP projects/programs
- Conducting on a regular basis an internal monitoring and evaluation of results and impact of the projects, and preparing reports on implementation progress, including problems, and making recommendations for corrective measures.
- Undertake periodical monitoring and evaluation with key actors at different levels as well as document and systematize good practices and lessons learned from the
- community engagement mechanisms used by CWLRCP like feedback mechanisms, complaints, community meetings and FGDs, and note identifying key recommendations for improvement programing.

Job Requirements
Degree in health, social science, management information system, statistics, or any other related field.
At least 2 years of experience in MEAL position
Experience in quantitative and qualitative data collection and analysis including questionnaires, focus groups and interviews tools.
Demonstrated skills in training and MEAL capacity development of field staff.
Good command of Microsoft Office and Excel.
Competence in SPSS statistics software packages.
Experience working with NGOs
Professional proficiency in Arabic and English is mandatory

Action Against Hunger is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organisation working in the Palestinian Territory since 2002.

                                                MEAL Officers

For a period of 12 months renewable

The Candidate is responsible for:

Objective 1. Oversee and/or participate in field visits and data collection needs as per the MEAL Minimum standards and the information needs of the mission

  • Plan with the Head of Unit and other MEAL team the needed field visits on a weekly basis
  • Make the necessary arrangements before the field visits: study the area (secondary sources analysis, follow-up access with facilitation letters, arrange meetings and discussions with key informants/partners, etc.)
  • Follow up proactively with program, technical and logistic teams to ensure MEAL movement plan is submitted and approved on weekly basis.
  • Coordinate with Heads of Project to plan field visits based on project workplan, MEAL Plan, taking into consideration donors’ requirements and context changes
  • Provide monitoring reports and suggest corrective measurements as needed based on the field visits and data collected.

Objective 2. Ensure effective Monitoring, planning and follow-up of MEAL systems and ensure findings are timely shared with Technical and Program Department following system in place for utilization to improve quality of interventions and learn               

  • Perform monitoring of activities in the locations where project activities are implemented as per MEAL plan and ad-hoc requests of Program Department
  • Design Tools and perform post-completion monitoring/evaluation in the locations where project activities are implemented as per MEAL plan, to measure impact of AAH intervention in the West Bank.
  • Provide reports on monitoring activities monitored / evaluated, systematically documenting best practices, grey areas, conclusions, and recommendations
  • Feed MEAL Management staff with successes observed and challenges, lessons learnt and recommendations on best practices
  • Work with MEAL staff to ensure documentation through different mediums (pictures, stories, leaflets, posters etc.) following system in place.
  • Review and clean data reported by field monitors before further sharing with AAH Senior Officers and Head of MEAL.
  • Maintain regular contact with beneficiaries, community leaders, municipality representatives and other (I)NGOs to monitor the context and the needs, and expand the MEAL Key Informant Database
  • Assist in identifying areas prone to exploratory assessments through context monitoring
  • Conduct interviews at different levels in person or remotely (telephone call), on paper or mobile
  • Analyse information gathered, write a report, develop visualisation if relevant, and propose recommendations.

Objective 3. Follow-up MEAL plans assigned accordingly

  • Present the MEAL content and data during the kick-off meeting
  • Conduct a routine meeting with the project team to receive updates on the implementation status and ensure the MEAL activities are on track and necessary information is generated; share the information with the rest of the department.
  • Actively participate in creating a full M&E system per contract; the MEAL system should include yet not be limited to: Theory of Change, Results Framework, MEAL Plan, Indicator Performance Tracking Table.
  • Act as a focal point for the assigned specific contracts, informing MEAL colleagues about updates to ensure the needed MEAL activities take place (field visit, data collection, etc.) and the info is delivered (reports, surveys, etc.) as per the grant timeline
  • Keep track of activity implementation and the progress against indicators

Objective 4. Ensure accountability and cross-cutting themes are guiding your everyday work              

  • Pro-actively assist AAH Accountability Officer as needed when it comes to the Feedback and Complaints Mechanism (FCM)
  • Contribute to the efforts of communication with communities and specific stakeholders as per the Feedback Mechanisms mapping plan
  • To ensure cross-cutting themes of protection, gender and conflict sensitivity are mainstreamed into MEAL plans, daily activities and ensure appropriately reported observations
  • Use the Data Protection Protocol to guide your data collection efforts and use the consent form as far as possible
  • Use AAH charter of principles - neutrality, independence, transparency, non-discrimination, free and direct access to the victim, professionalism to guide your activities and everyday behaviour

  • University degree (BA in Social Fields or any related field)
  • At least two years of related previous professional experience
  • Experience with Humanitarian organizations is an asset.
  • Knowledge of principles, tools and practices of monitoring and evaluation programs.
  • Previous field experience in assessments, data gathering, interviews, information triangulation/verification, and report writing.
  • Demonstrated experience in data analysis (qualitative and quantitative) and reporting skills.
  • Strong communication skills to interact with both vulnerable populations and key stakeholders.
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
  • Strong analytical skills.
  • Good in reading, writing, and speaking both Arabic and English

Gaza Community Mental Health Programme (GCMHP) is a non-governmental non-profit organization, that provides mental health services, designs and implements training programs for mental health professionals, conducts research studies that serve the community. GCMHP works with and for a wide range of beneficiaries including: children, families and victims of human rights violation. GCMHP is seeking to recruit a “Monitoring, Evaluation, Accountability and Learning (MEAL) Officer” within GCMHP’s projects according to the following requirements: Main Responsibilities:

  • Promoting MEAL System:
  • Lead the implementation of MEAL system in collaboration with senior projects staff, including procedures, processes, requirements, reporting, etc.
  • Develop, implement, and assess monitoring frameworks for all GCMHP projects, as well as for funding proposals.
  • Staff Management, Mentorship, and Development:
  • Work with the Project Coordinators to ensure the updating of instruments required to collect and analyze information on inputs, outputs, and outcomes for the GCMHP projects.
  • Ensure that the MEAL system operates effectively with the support and resources required and that there are clear links and reporting lines between field and project managers, coordinators, and other GCMHP departments.
  • Internal & External Reporting:
  • Responsible to ensure that the organization delivers on all internal MEAL requirements in GCMHP in a timely manner and with high-quality information.
  • Identify and initiate reports as required by related directors and donors (bi-weekly, monthly, quarterly, semi-annual, and annual).
  • Program Design and MEAL Resources:
  • Ensure that MEAL is an integral part of the program design stage and features in all projects proposals.
  • Ensure that MEAL resources are included in projects proposals and work creatively to secure funding from diverse sources, to ensure that MEAL is integrated into GCMHP's projects in a sustainable way.

Qualifications, Experience and Skills:

  • Minimum of a Bachelor’s degree in Engineering, Business Administration, Project Management, or any other field related to MEAL.
  • Minimum two years’ experience in professional work experience in developing, implementing MEAL system with prior working experience in NGO environment, experience in community mental health sector projects would be an asset.
  • Experience in strategic planning and performance management, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plan.
  • Experience in coaching program staff, facilitating training, and selecting and managing consultants.
  • Familiarity with GCMHP's operating environment is helpful.
  • Computer proficiency in Windows environment (Microsoft Word, Outlook, Excel, Access, PowerPoint); SPSS and ideally one other major statistical analysis software).
  • Professional Fluency in English, both verbal and written, preferred

Duration of the contract: One year renewable. Probation period for 3 Months.
