Position Title: Monitoring, and Evaluation Coordinator (M&E)

Position Type: Regular Employment -full Time
Location: Ramallah Office
Duration:  six months with possibility of extension

The Palestinian Employment Fund (PEF) was established by Presidential Decree No. 9 of 2003 as a national institution with legal personality and independent financial authority to support economic development by activating and motivating labour market policies, and implementing programs and projects aimed at creating and generating permanent employment opportunities. The Fund was adopted as a reference and national umbrella for the entire employment operation by the Council of Ministers’ decisions issued in 2014 and 2016 in this regard.    

GENERAL POSITION SUMMARY:

The M&E Coordinator is the focal point for monitoring and evaluation processes of the projects, and complaint and redress in PEF. This role ensures that all M&E activities are in line with PEF and partners’ standards and that effective processes are built into the projects’ life cycles and PEF programs.

Essential Job Functions: 

Program Concept & Design:

  1. Support PEF’s program manager in developing new projects by providing required secondary data on the context and thematic areas, learning from previous projects, and primary data from needs assessments.
  2. Ensure technical support is provided for proposals in developing log frames, indicators, M&E plans, budgets (M&E activities, M&E staff, capacity building & tools), in alignment with PEF and partners standards.
  3. Ensure partner assessment and selection is done based on their capacity to monitor & report back to PEF on progress and upholding operational standards.

Monitoring, Implementation & Reporting:

  • Ensure all approved projects have the following within a month from the start of the project: PEF standard log frame, M&E plan. With defined indicators, M&E calendar, Detailed implementation plan (DIP), field-level

data collection tools, mobile data collection tools, and databases for collection, consolidation, and reporting.

  • If needed, ensure partners are trained on the M&E and reporting requirements.
  • Ensure PEF frontline and technical staff are knowledgeable on technical aspects related to M&E, tools, and quality standards and can comply.
  • Ensure partner & direct implementation is monitored regularly for quality standards through schedule visits, data quality audits, spot check/verification visits against reports, and reports reviews (as per agreed schedule with donors and partnership).
  • Ensure the effective functioning of the M&E system and that the outputs of this system reach PEF management and other stakeholders in an accurate and timely manner.

Project closeout, Evaluations:

  • Ensure an end-line measurement of the outcome level indicators is conducted to understand the change PEF programs contributed to.
  • If required by the donor, ensure to lead/coordinate the end of the project evaluation process in alignment with PEF standards.
  • act with the project coordinator/ manager to conduct program-level Evaluations periodically.
  • Ensure all M&E data, reports, and records are organized archived in a central location for future reference.

Coordination:

  • Ensure all relevant PEF frontline & technical staff are assisted in strengthening their understanding of M&E concepts and competencies as a part of the M&E system establishment.
  • Ensure partner capacity is built to comply and produce high-quality M&E products in line with PEF & donor standards and requirements.
  • Ensure management of day-to-day M&E tasks are completed with appropriate resources, proper planning, and to the highest standard required.
  • Support other tasks as required by the Head of Projects and Programs department.

GRM Management:

According to an agrees upon grievance and redress mechanism at PEF, the M&E Coordinator will be responsible for the following:

  • Grievance reception and acceptance.
  • The acknowledgment, assessment, and recording of the grievance.
  • The investigation related to the grievance.
  • Resolving the grievance.
  • Following up and reaching a complaint satisfaction.
  • The documentation for the whole process in a proper manner.

  • Bachelor's Degree preferably in the field of, Social Sciences, Development Studies, research.
  • Demonstrated knowledge of quantitative and qualitative M&E systems and tools.
  • Minimum 7 years of applied experience with humanitarian or social development programs, in a managerial position that includes designing, implementing, and overseeing monitoring and evaluation tasks.
  • Previous experience in conducting training and coaching on M&E-related issues is a plus.
  • Experience in managing complaints and redress systems, coherently with the institution’s policies and international policies is a plus.
  • Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on quality.
  • Experience conducting interviews and focus group discussions with persons as well as a variety of stakeholders.
  • Experience in data analysis, and reporting.
  • Knowledge of causal analysis approaches (e.g. problem tree analysis, SWOT analysis) and carry out situation analysis and assessments of needs and opportunities (with inputs from the program team).
  • Excellent computer skills, including experience with Excel, PowerPoint, Publisher, SPSS, Access, or any other statistical packages.
  • Commitment to local capacity building and the ability to engage local stakeholders in the project design and implementation.

II. Job Purpose and Organizational Context:

Governments at the 19th Session of the UN-Habitat Governing Council, adopted by consensus resolution 19/18 calling on UN-Habitat to establish a Special Human Settlements Programme for the Palestinian People (SHSPPP) and a Technical Cooperation Trust Fund (TCTF). The long-term development objective of the SHSPPP is to improve the human settlements conditions of the Palestinian People and in so doing contribute in a modest way to reaching peace, security and stability in the region. During the recent 23rd Governing Council, a new resolution was adopted, requesting UN-Habitat "to further focus its operations on planning, land and housing issues in view of improving the housing and human settlement conditions of Palestinians, addressing the urbanization challenges, supporting the building of a Palestinian State, humanitarian action and peace-building, in the areas where there are acute humanitarian and development needs, identified through technical assessments by UN-Habitat in coordination with all concerned parties". 

The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Special Human Settlements Programme for the Palestinian People.  

UN-Habitat is leading the implementation of a 5.5-year EU funded Project: “Quality Urban Development and Sustainable Interventions – Rehabilitation for Revitalization (QUDSI-R4R)” in partnership with local technical and academic entities. The Project aims to improve socio-economic conditions for Palestinians in the Old City of Jerusalem by rehabilitating towards revitalizing historic sites as a catalyst for Palestinian integrated urban regeneration. The activities of the project focus on strengthening the old city’s Palestinian intergovernmental coordination; Rehabilitation and maintenance as well as business development and sustainability of key areas in the Old City; as well as professional capacity building for individuals who work in the Old City’s regeneration, advancing their professional development in several core competencies capable of unlocking new commercial opportunities in the economic sector. In parallel, the project also includes an interconnected track of Technological Empowerment and Innovation directed to Palestinian youth”

Funded by the European Union, UN-Habitat- is seeking a candidate to fill the position of Monitoring, Evaluation and Learning Associate, under the overall guidance and the direct supervision of the Project Manager.  As this position is related to QUDSI-R4R project in the occupied Palestinian territory with an expected duration of five and half years, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.

III. Functions / Key Results Expected/ Responsibilities:

  • Supporting QUDSI R4R project by taking the lead on the monitoring and evaluation and learning processes for the project and ensuring results are measured on time and to the required standard.

    ·       Constantly ensure that the monitoring, evaluation and learning guidelines, standards, and tools are up-to-date and effectively maximized and exceed donor requirements

    ·       Maintain effective monitoring, evaluation and learning systems that adequately capture information in order to comply with internal and donor reporting requirements in line with relevant frameworks.

    ·       Constantly compile project information to support management decision making, including periodical reporting on MEAL targets to the project manager, with quality control and assurance role and sign off.

    ·       Constantly manage MEAL work plan and budget for the project, and ensure relevant log-frame milestones and annual expenditures are achieved.

    ·       Support QUDSI R4R project’s partners and teams in developing a MEAL system towards effective and efficient educational and performance management as well as sustainable impact evaluation, including developing logframes and MEAL strategies in line with the agreement of cooperation and proposed activities.

    ·       Coordinate the annual planning of MEAL work and budget in conjunction with project’s partners.

    ·       Communicate with partners and project’s stakeholders the MEAL processes, including discussing emerging issues from project progress and evaluation reports and coordinate the development and follow up of action plans for recommendations.

    ·       Periodically conduct training and individual capacity building on MEAL aspects for QUDSI R4R staff, and where required stakeholders.

    ·       Responsible for keeping up to date expertise and knowledge in Monitoring, Evaluation and learning systems, tracking best practices in monitoring and evaluation of the project.

    2)     Take the lead on all UN-Habitat’s learning experiences and lessons learned

    ·       Provide guidance to project’s team and stakeholders on undertaking lessons learned analysis

    ·       Work closely with project team to ensure that the experience of QUDSI R4R project is effectively evaluated, documented and disseminated through appropriate knowledge products.

    ·       Constantly facilitate on-going sharing of experiences across QUDSI R4R project.

    ·       Support stakeholders to identify and document relevant learning with an aim to continue to improve processes.

    ·       Support on facilitating specific events like learning weeks sessions, bi-annual sense making events, annual pause and reflect sessions to identify, capture, manage and disseminate QUDSI R4R project learning.

    3)     The Monitoring, Evaluation and Learning Specialist is expected to play a key role in data collection and implementation of evaluation tools to help produce evaluations reports using data visualization tools, and enters outcomes in order to measure program activities.

    ·       Developing and implementing data collection techniques and tools, which may include pre- and post- tests; focus group discussions and key informant interview protocols; community survey tools; and baseline, midterm, and end line survey instruments.

    ·       Constantly coordinate with partners and consultants to manage the processing of mid-term and annual data collection and cleaning, and review draft reports to ensure quality analysis.

    ·       Implement monitoring systems and tools to capture quantitative and qualitative program data

    ·       Assist the communication specialist and community advocate specialist in data quality assessments, develop surveys and other measurement tools to measure program impact and network community engagement

    ·       Analyze monitoring results data and share meaningful information with the project’s team and stakeholders that may lead to necessary project adjustments.

    ·       Periodically and as per the project’s workplan, plan and coordinate data quality assurance, including frequent survey auditing and data consistency checks.

    4)      He/she will also support any other project-related activities, needs, duties or outcomes as needed/will arise by the UN-Habitat management.

V. Recruitment Qualifications:

Education:

A minimum of a Bachelor’s degree in development studies, programme evaluation, social sciences or related field.

Experience:

·       At least 3 (three) years of experience working in MEAL related areas.

·       Human rights issues knowledge and background, specifically relating to advocacy, youth and women.

·       Strong knowledge of the Jerusalem context, especially the old city and its sensitivities needs, is a must.

·       Familiarity with UN procedures; and UN-Habitat in particular is an asset

Language Requirements:

Fluency in spoken and written English and Arabic; Hebrew language is an asset.

Other:

·       Highly developed verbal and effective written communications skills.

·       Excellent communication skills and ability to establish and maintain effective partnerships and working relationships in a multi-cultural environment;

·       Ability to multi-task, prioritize and to work under pressure.

Position Title: Monitoring &Evaluation Officer

General Summary

The M&E Officer is responsible for guiding the overall Monitoring &Evaluation (M&E) strategy and implementation of related activities PalTrade, partners, relevant stakeholders, and beneficiaries; and providing timely relevant information to them.  This entails close communication with all involved in M&E design and coordination

Responsibilities

  • Review, update and develop performance measurement framework as needed and developing log frame matrix, particularly in the areas of the objective hierarchy, indicators, and monitoring mechanisms.
  • Develop the overall framework for PalTrade M&E, for example, annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops.
  • Responsible for the process for identifying and designing the key indicators for each component, to record and report physical progress. Also steer the process for designing the format of such progress reports.
  • Responsible for leading organizational processes and act as the dedicated core organizational resource to support regular data collection, analysis and reporting for results.
  • Review the quality of data the methods of collecting it and the degree to which it will provide good baseline statistics for impact evaluation.
  • Undertake field visits as needed to support the implementation of M&E.
  • Propose a follow-up mechanism for activity implementation, including donor coordination, and to follow-up on the proposed mechanism
  • Recommend plan for project-related capacity-building on M&E and for any computer-based support that may be required.
  • Develop M&E Standard Operation Procedures and train staff on them.
  • Prepare reports, presentations, publicity communication materials, briefings for the media, and guide the delivery of key strategic messages on PalTrade initiatives on M&E findings, working closely with PalTrade technical staff and management.
  • Guide the regular sharing of the outputs of M&E findings with project staff, implementing partners and primary stakeholders
  • Ensure gender mainstreaming, promotion of environmental sustainability practices, adopt human rights-based approach in in all reports, trainings, documents, and M&E forms.
  • Any other related duties as requested by the CEO.

Qualifications

  • Minimum of A Bachelor degree  in a related field from an accredited university.
  • 3- 5 years of experience in a similar position
  • Experience in project’s proposal & report writings; planning; implementation, monitoring and evaluation

  • Excellent verbal communication  and presentation  skills in Arabic and English

Program / Department Summary

Mercy Corps and our partners in WB and Gaza are pleased to present Positive Youth Engagement (PYE). Tailored to the Palestinian context, this holistic five-year program will support 50,000 adolescents with a menu of activities, opportunities for engagement and leadership, and resources to pursue their goals with hope for the future along peaceful and productive pathways. PYE will draw on a suite of proven and contextually-tailored tools, over a decade of research-informed programming on the 10-19 year-old age group, the trust and credibility that comes from a combined 35+ years of continuous operational experience across the West Bank, Gaza, and East Jerusalem (WBG), and local partners with strong networks and youth programming experience throughout WBG. the program will reintegrate older adolescents (15-19 year olds) into social and economic life by empowering them to successfully pursue their goals and prevent younger adolescents (10-14 year olds) from becoming isolated and disconnected from social and economic opportunities.

General Position Summary

The MEL officer is responsible for supporting and improving highest quality implementation of Positive Youth Engagement Project through maintaining continuous improvement and iterative learning process. He/She will also be responsible for ensuring that the program adopts an effective mechanism for monitoring activities based on Mercy Corps M&E Guidelines and Donor requirements. The MEL officer will assist and support the MEL Advisor to establish required M&E plans and systems, to develop tools for both monitoring and evaluation tools (in collaboration with programs) and MEL plan design, and to adopt the accurate collection and precise analysis of relevant data in order to measure program progress and impact and help provide information to stakeholders for decision-making.

Responsibilities and Duties

  • With the MEL Advisor support Mercy Corps PYE in the improvement and implementation of a holistic MEL system that uses close-source and open-source software and flexible cloud solutions to more accurately collect, monitor, verify and document program activities.
  • Conduct data audits and analysis to ensure high quality data; monitor and verify the quality of data collection in the field, the flow of data from field throughout the program team, help the program to compile the data using the standard beneficiary template.
  • Improve the MEL working processes to ensure that data collection, entry and analysis is as per Mercy Corps M&E guidelines and donor requirements.
  • Carry out regular monitoring to ensure, through regular and full/random verification, that concerned program staff collects accurate and precise data as per M&E guidelines and donor requirements
  • Ensure that concerned program staff provide sufficient and accurate supporting document for the reported figures and progress on indicators.
  • Improve training and learning topics, Supervise and provide relevant training to data collection enumerators making sure accurate and precise collection of data. Ensure the highest quality of work of task-support team (enumerators and field monitors) through design proper templates, conduct sample checks, and provide guidance, mentoring and support as appropriate.
  • Conduct DQA to review baseline, end-line, other surveys and supporting systems, selection process of beneficiaries, indicators measurement, and documentation of participants’ information as per stated best practices are in place.
  • As per agreed plan, conduct field visits, joint visit, spot visits and random checks for the implemented activities to ensure the quality and progress of the implementation as per the agreed plans.
  • Share and address the observations of the monitoring activities with the MEL Advisor and program management team, and support the monitoring activities in designing and implementation to ensure following up on the actions resulted and ensure its successful completion through conduct follow-up visits or beneficiaries’ confirmation.
  • Ensure that programs baseline and end line surveys, post distribution monitoring forms (PDM), Pre & Post surveys as planned in the PMP are implemented timely and according to the MEL protocol.
  • Support implementation of the M&E staff and partner capacity-building strategy that promotes a culture of learning and adaption through systematic analysis of program data.
  • Provide training and monitoring in the development of M&E plans, M&E tools as well as survey design, methodology, data collection and analysis and other skills as required for assessing the impact of programs.
  • Under the direction of the MEL Advisor and in coordination with the DoC, support efforts to promote and share internal learning.
  • Supervise/Lead the field implementation of data collection/entry of baseline, need assessments, evaluation, end-line, and post distribution monitoring (PDM) in coordination with program staff.
  • Support MEL Advisor and data analyst and learning in the analysis of survey data and prepare reports.
  • Liaise with programs concerned staff to ensure understanding of M&E requirements and best practices.
  • Work closely with program coordinators and learning and data analyst to compile beneficiary data, and making sure up-to-date data.
  • Provide, in coordination with the learning and data analyst, MEL and Program team with regular program updates including up-to-date beneficiary reach, indicators update, etc.
  • Collect success stories from the field, conduct focus group /Key informant interviews with the beneficiaries and provide insight of program implementation through field monitoring reports.
  • Regularly report any key issues of monitoring and evaluation to the MEL Advisor.

Design and Learning

  • Support in needs assessment and research studies through collection and analysis of quantitative and qualitative data as appropriate.
  • Support in the design and conducting of post implementation monitoring surveys and share the findings with program management team.
  • Support in design and conducting lessons learnt sessions through collection, analysis and reporting of data to program management.
  • Support in the development of a mobile data collected capability, as well as relational database design
  • Support in promoting the culture of two way learning in the organization.

Other Duties

  • Commit to and support all efforts towards accountability, specifically to beneficiaries and adhering to the code of ethics and policies of Mercy Corps and the norms in the local society.
  • Perform work beyond normal office hours when necessary. Compensatory time-off is to be agreed in advance with the MEL Advisor/HR.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission.
  • Any other duties as asigned by MEL Advisor.

Security

  • Ensure that all office or field tasks and activities are implemented with a clear analysis and understanding of security management priorities.

Job specification

  • Bachelor’s degree in business administration, project management, economic development, engineering, or any related field.
  • 2+ years proved experience in Monitoring and Evaluation in INGO/funded projects.
  • 1+ years of experience in supervising and leading data collection.
  • 1+ years of experience in working with quantitative and qualitative data collection and analysis.
  • High proficiency in using MS Office, especially Excel, database management and statistics packages: SPSS or other statistical package.
  • Excellent Experience in data collection and data analysis.
  • Experience in leading baseline, end-line, surveys, and FGD sessions.
  • Experience in writing success stories and lessons learned.
  • Excellent technical reporting skills.
  • Fluency in spoken and written of English and Arabic languages is required.
  • Ability to interact effectively with international and national personnel, as well as with project partners and community members.
  • Ability to conduct oneself with sensitivity and respect toward others
