ActionAid is seeking a qualified person to fill the position of SPA2 Program Manager for its Global Platform for 12 months period (extendable).  

The post location is Hebron

Start Date: Immediately.

The Program Manager is responsible for the management and implementation of ActionAid’s SPA2 Programme in partnership with ActionAid Denmark and funded by the Danish International Development Agency (DANIDA).

She/he provides leadership to ensure the quality delivery of the program through close cooperation with the Head of Programs to develop a competent and committed SPA2 team to work on the Program and build the capacity of local partners at all levels which integrates AA’s core approaches including HRBA, women’s leadership, accountability, localization and links to longer term development i.e. HUM-DEV-Peace nexus...etc.

The key responsibilities areas for this position will be as follows:

  • Represent AAP and promote the organization in relevant meetings with local authorities, communities and other working groups.
  • Create awareness, engagement and mobilization in target communities
  • Coordinate with local authorities, development actors for joint initiatives and effective coordination.
  • Link policy work with project activities to bring coherence between policy and project work, ensuring a bottom up approach to policy work
  • Lead the development of annual plans and budgets, and monthly financial plan together with projected spending and monitor progress against this plan closely.
  • Control expenditure and disbursement to ensure compliance with AAP financial policy and procedures, Track and monitor project budget and expenditure, Approve expenditure after necessary procedures.
  • Ensure timely and quality delivery of the Program's activities against the overall Program's objective and key change results.
  • Produce high quality, timely Program reports as per the MoU between AAP and AAI/Denmark and as per Danida reporting guidelines
  • Develop narrative and financial reports in coordination with different functions that demonstrate efficiency and effectiveness.
  • Lead the development of an effective monitoring, evaluation & learning (MEL) plan in line with overall logical framework matrix.
  • Conduct regular monitoring visits both for sensitization, coordination, monitoring and evaluation for the project activities.

Partnership Relationship management and Networking: Support Partner appraisal and selection process, the development of MOUs, to strengthen capacity and support partners to practice HRBA, women’s and youth leadership and accountability to communities, in addition to Build capacity of partners to develop projects that effectively lead to longer term programmes

Eligible applicants are required to have the following qualifications and skills

  • Bachelor’s degree in business administration, social sciences, development studies or management. Master’s degree in any relevant social sciences discipline from a recognized institution is preferred.
  • At least 6 years relevant experience in a multi-culture working environment and preferably in International agencies.
  • In-depth understanding of the socio-economic context, situation of women and youth in Palestine is required.
  • Proven experience in leadership and management
  • Fluent in written and spoken English and Arabic are equally important.
  • Excellent interpersonal, communication and presentation skills.
  • Proficiency in MS Office
  • Work on own initiative with minimum supervision and to stay on task
  • Work under pressure and tight deadlines
  • Travel frequently within Palestine with a valid driving licence

Job description valid from: June 2022, 10 months contract

Background Information

Terre des hommes (Tdh) is a leading worldwide reference on child protection, which accumulates over 40 years of experience in the Palestinian context. Tdh aims at contributing to developing and improving child protection systems, including within the humanitarian sector. Tdh’s strategic plan creates a comprehensive framework for action that combines axes on operations, advocacy, research, and quality and accountability, with a view to creating lasting and meaningful change in the lives of children.  Responding to humanitarian crisis in Gaza, jointly with OXFAM, and funded by the Humanitarian Aid department of the European Commission (ECHO), Tdh is implementing interventions including provision of protection services to vulnerable people with protection concern. The Protection components will involve the provision of case management and comprehensive package of MHPSS services.

Project management responsibilities include the coordination and completion of projects on time within budget and within scope. Oversee all aspects of projects. Set deadlines, assign responsibilities and monitor and summarize progress of project. Prepare reports for upper management regarding status of project.

The successful candidate will work directly with partners and children and their families to ensure deliverables fall within the applicable scope and budget. He or she will coordinate with other departments and stakeholders to ensure all aspects of each project are compatible to fulfill target group’s needs. The project manager will receive technical support from the Gaza Head of Office, and Jordan/Palestine Tdh coordination teams.

Specific Responsibilities / Context (Tasks)

Project Management

  • Coordinate internal resources and partners for the execution of project
  • Ensure that the project activities are delivered on-time, within scope and within budget
  • Re-plan as necessary involving all relevant stakeholders and ensuring technical feasibility
  • Ensure resource availability and allocation
  • Develop a detailed project plan to monitor and track progress
  • Manage changes to the project scope, project schedule and project costs using appropriate verification techniques
  • Measure project performance using M&E and learning following Tdh and donor standards
  • Report on a monthly and quarterly basis following Tdh standards and escalate to management as needed
  • Manage the relationship with the partners, children and families
  • Perform risk management to minimize project risks
  • Establish and maintain relationships with stakeholders
  • Create and maintain comprehensive project documentation
  • Meet budgetary objectives and make adjustments to project constraints based on Budget re-planning, monitoring, analysis and reporting
  • Participate as an active member in regular internal coordination meetings, in which s/he presents a detailed review of current achievements, challenges faced and options considered for the project;
  • Develop and maintain liaisons with relevant ministries and entities in order to facilitate work development progress;
  • Regular attendance of Tdh in relevant Cluster meetings at local level and that a proper dataflow/information restitution within the office, and with others departments in the delegation where appropriate, is done;
  • Use and continually develop leadership skills
  • Attend capacity building opportunities as required to maintain proficiency
  • Support formulation /planning of other project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility
  • Perform other related duties as assigned

Technical Quality

  • Ensure child meaningful participation in the project
  • Provides technical support and guidance to the project team and partners as necessary following child protection standards and project related thematic such as cash based, etc.
  • Identify the most appropriate and secure delivery mechanisms to implement Cash support
  • Support Case management knowledge and practice
  • Review project and activities as necessary to include gender, disability and child protection minimum standards in all Tdh activities.

Organizational Policies

  • Promote and encourages a culture of compliance and ethics throughout Terre des hommes Palestine. As applicable to the position, maintains a clear understanding of Tdh’ and donor compliance and ethics standards and adheres to those standards. Communicates these values to staff and to partners and requires them to adhere to these values
  • Is aware of, abides by and promotes the practices and values set out in all other Tdh policies and procedures such as the Internal Regulations, Standard Operating Procedures and other policies;
  • Undertake all other duties that may be requested by the line-manager and that are compatible with the job.

Reporting & Communication

  • Produce and submit a monthly report and contribute to quarterly reports.
  • Produce case studies and success stories of children and families benefited from the Project Activities
  • In collaboration with the Tdh staff, provide regular internal and external communication products focusing on the impact of protection, Twitter and Facebook MENA webpages, etc.
  • Proper and regular documentation of all project activities in the Gaza Strip and monthly management of sources of verification.

Security

  • Comply with Tdh Security Regulations.
  • Participate in updating security plans, as needed.

Qualifications:

The Project Manager is expected to have the following competencies to fulfil his or her responsibilities

 and to achieve the desired results:

  • Bachelor’s Degree or master’s level qualification in appropriate field of social science studies, preferably social work, sociology, psychology, or other related field of studies
  • Equivalent work experience, at least 6 years
  • Proven working experience in project management
  • Working experience in similar assignment within INGO/civil society organisations
  • Excellent written and verbal communication skills
  • Solid organizational skills including attention to detail and multitasking skills
  • Sound knowledge of budget planning, execution, monitoring and reporting
  • Knowledge of and experience in child protection is an asset
  • Ability to work independently with minimum level of supervision
  • Demonstrated experience in working in partnership with local partners, experience in capacity building, training development and facilitation in areas of project implementation
  • Arabic and English fluent
  • Understanding of inclusion related issues such as gender, child, disability, etc.
  • Valid driving license

Women and Youth Socio Economic Empowerment Manager based in Ramallah

MA'AN Development Center (MA’AN) is an independent, non-governmental, non-partisan Palestinian organization established in Jerusalem in January 1989, and registered as a non-profit organization that operates in the entirety of the oPt encompassing the West Bank ( including East Jerusalem) and the Gaza strip

Our work is aimed towards enhancing the resilience, empowerment and realization of the rights of the most disenfranchised groups in Palestinian Society, as well as unleashing their latent capacities to enhance active participation in sustainable development and abilities to respond to and recover from crises through participatory people-centered and human rights based approaches.

Position title: Program Manager

The Program Manager will be part of Programs Management Team led by the Director of Programs. This position will be involved in program development, co-ordination of projects implementation, monitoring and tracking ongoing project under this program, resources development, building partnerships particularly with INGOs, PNGOs & CBO's and lead the program operation in the field.

Major Responsibilities & Duties:

  • To contribute to the strategic planning and direction of MA’AN Center.
  • To develop relevant program policy papers.
  • To work with the program team on developing the program’s policy/ strategy.
  • To work with the Program Team in formulating new projects concepts.
  • To lead the Program Team in carrying out MA’AN’s mission and goals.
  • To develop, with the Program Team, the annual work plan & supervise its implementation.
  • To build the capacity of the program team and partners.
  • To develop and conduct performance appraisals of staff under his/her supervision.
  • To assist in directing and coordinating activities of project personnel to ensure project progress is on schedule and within prescribed budget.
  • To co-ordinate between the program areas to ensure maximum impact.
  • To prepare progress program and projects progress and annual reports.
  • To ensure the implementation of activities are carried out in accordance with the project parameters.
  • To ensure the ongoing monitoring on the different projects under the program.
  • To identify and create new strategic partnerships.
  • To expand MA’AN’s relations with international and local NGOs and Governmental bodies.
  • To assist in representing MA’AN in local and international networks.
  • To work closely with other programs at MA’AN and facilitating cross-program collaboration.
  • To conduct site visits for pending and active projects.
  • To review projects activities and provide critical analysis of projects strengths, weaknesses, and risks.
  • To assist with all program efforts to enhance the sustainability of the program.
  • To cooperate with the procurement and finance departments to ensure the implementation of projects on time, and to secure documents and transactions related to procurement and finance for the two departments.
  • To coordinate and cooperate fully with the MEAL senior coordinators, to ensure that the goals of projects are achieved according to the project’s parameters, and to ensure high satisfaction of the beneficiaries.

  • Bachelor's degree with minimum 8 years of employment or MA with 5 years of experience in related fields.
