جامعة بيرزيت - Birzeit University : Project Implementation Assistant

Introduction 
The Department of Architecture at Birzeit University is implementing the project “The Capitalization for Re-setting Innovation and Sustainability in MED-cities CARISAMED” which is funded by the European Union under the ENI CBC Med program. CARISMED promotes the uptake of results, achieved by ongoing ENI CBC MED Projects, addressing INNOMED-UP, MAIA-TAQA and SME4SMARTCITIES, and UNDERGROUND4VALUE, to enable cross-sector/border level cooperation of MPC and EUMC. To disseminate digital transformation and innovative thinking by training, an integrated Urban Policy will be developed for improving sustainability and integrating innovation into the urban settings at Mediterranean cities (Med-cities) through capitalization of already acquired conceptual and systematic approaches such as Circular Economy (CE) and Creativity; fostering synergies between MPC-EUMC and piloting collaborative innovation schemes among SMEs clusters.

Assignment Objective
Birzeit University is considering the selection of highly qualified Project Implementation Assistant responsible for the overall follow up and monitoring of all project implementation and activities under the supervision of the project manager.
 
Contract duration: From 1/12/2022 – 30/11/2023.
 
Tasks and Responsibilities
The Project Implementation Assistant will be responsible for the following tasks:
  • Establish communications with stakeholders towards cooperation, and communication in issues related to the project. 
  • Ensure the implementation of the project work plan and report every stage according to the Gannt Chart of the project. 
  • Support and participate in organizing the logistics for proper delivery of project activities and events.
  • Assist in preparing the progress reports and any other reports requested by Birzeit University and the CARISMED project.
  • Assist in managing and providing guidance to project manager, consultants and provide project management support to staff throughout the project lifecycle and help determining the project priorities and resources, and ensuring donor expectations are understood and met;
  • Implement the planning and organization of relevant project meetings and associated workshops, conferences and coordinate the preparation of supporting documents, reports, plans, analyses and presentations;
  • Prepare necessary inputs required for the interim reports and annual work plans.
  • Follow up partners financial reports and supporting documents to ensure compliance with donor rules and regulations. Work closely with the Finance staff of the project’s partners to ensure effective coordination and financial reporting in accordance with donor regulations.
  • Assist in the preparation and submission of project’s progress and interim financial and administrative reports according to donor guidelines via the Management Information System (MIS). 
  • Assist in Liaising with external auditors to finalize audited interim reports. And with local auditors to ensure appropriate monitoring of project finances.
  • Periodical review of project financial documents and Budget vs. Actual reports to ensure activities are implemented in accordance with the work plan. 
  • Assist in the preparation of budget modifications and realignment requests when needed. Review terms of references to ensure compliance with donor procurement guidelines and procedures
  • Data collection from each participating city to prepare a consolidated methodological framework.
  • Carry out other relevant duties as required.

Qualifications& Skills: 
  1. Minimum of bachelor’s degree in project management, business administration, accounting, or any related field of study. 
  2. At least 2 years-experience working with EU funded projects (ENI CBCMED projects experience is admired) in similar positions or related area is required. 
  3. Excellent working knowledge of computer applications (Word, Excel, PowerPoint…. etc.)
  4. Excellent communication, reporting and writing skills in Arabic and English.

Project Assistant

For a period of 6 months renewable

The overall responsibility is the preparation of technical specifications, drawings, monitoring the activity implementation in the field. Also, to participate in data collection and technical assessment.

Objective 1: Project Coordination

  • Coordinate with duty bearers, beneficiaries, and key stakeholders to define appropriate design.
  • Prepare preliminary design layout and share it with relevant stakeholders.

Objective 2: Project design, implementation and evaluation

  • Participate in the design and implementation of technical surveys or any other project identification study in collaboration and coordination with the Engineering Pool Manager.
  • Participate in preparing detailed technical design for proposed activities using engineering software programs and prepare technical detailed drawings and specifications.
  • Prepare bill of quantities and cost estimation for technical activities.
  • Implement the following: beneficiary selection, field works, trainings, tenders’ preparations, community organization and all related works.
  • Follow up implementation of activities through community’s direct methodology when required and provide technical advice and feedback to the community during implementation as needed.
  • Conduct regular monitoring site visits to ensure that works are implemented according to design.
  • Provide technical assistance to beneficiaries and counterparts when needed.
  • Have the activity preliminary handover done with contractor and relative stakeholders.
  • Participate in data collection for monitoring and evaluation of results and objectives indicators.
  • Participate in contractor’s evaluations and provide technical recommendations on technical capacity needed and implementation methodology.
  • Support the technical team and provide technical recommendations and alternative technical solutions when needed.

Objective 3: Reporting 

  • Participate in writing of technical documents related to designing and implementation of technical activities (terms of reference, technical studies or surveys, tender reports, Memorandum of Understanding (MoU), announcements, technical evaluation).
  • Write internal weekly report
  • Write minutes with conclusions, recommendations and action points resulting from meetings or field visits, to be shared with relevant colleagues and partners.

  • Bachelor’s degree in civil engineering or related engineering field.
  • Minimum 2 years’ experience in designing implementing, and supervision of engineering interventions
  • Experience in Monitoring and Evaluation of programs/ activities is a plus.
  • Construction and rehabilitation of WASH and construction projects.
  • knowledge in humanitarian or emergency programming is a plus.
  • Experience in Monitoring and Evaluation, of programs/ activities, is a plus.
  • Good communication, including training, capacity building, and presentation skills.
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
  • Excellent in reading, writing and speaking in both Arabic and English languages.
  • AutoCAD, MS project, Microsoft Office application.
  • WaterCAD, WterGEMS and GIS are plus.
  • Valid driving license and proven driving skills.
  • Ability to travel in West Bank and stay overnight.

About the EJ-YMCA:

The East Jerusalem YMCA (referred to as EJ-YMCA) is a Christian not-for-profit non-governmental Palestinian Organization, established in 1948 and legally registered at the Palestinian Authority. The EJ-YMCA runs different programs including the Rehabilitation Program (EJYMCA-RP). Since 1989, the EJYMCA-RP has been operating all over the West Bank including East Jerusalem. It targets survivors of political violence and persons with disabilities, focusing on children, young people, within the age group of 6-25, and their caregivers. It follows a holistic approach to rendering a rehabilitative package for its beneficiaries. The EJYMCA-RP operates towards realizing its vision “Towards a free and democratic Palestinian society where persons with disability and survivors of political violence obtain equal rights and opportunities and a decent life free of all types of violence, oppression, discrimination, and violation of individual and national rights”. 


Main Tasks and Responsibilities:

  • Prepares payments, journals and receipt vouchers and verifies supporting documents according to EJ-YMCA/Donor standard rules and regulations.
  • Assists in preparing project budget.
  • Manages and reviews projects’ related petty cash sheets across the districts.
  • Prepares monthly Project related salaries and pay slips.
  • Prepares financial reports, payment requests, to related Donor/Partner.
  • Prepares monthly bank reconciliations.
  • Engages in relevant procurements in coordination with procurement department.
  • Keeps inventory records on project purchased goods according to Donor / Partner rules and regulations.
  • Provides guidance on donors’ financial and procurement rules, regulations and procedures for relevant project Staff.
  • Coordinates with project coordinators on financial issues.
  • Prepares year-end adjusting entries.

ACTED NGO : Project Technical Assistant

I-Background on ACTED

ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-orientated working environment.

II-Country Profile

In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of communities, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks a Project Technical Assistant for its humanitarian operations in Palestine.


III-Position Profile

Position Summary

The Technical Assistant’s role is to assist the Deputy project manager in delivering support to families living in dire conditions in the West Bank, primarily in Area C. This will entail overseeing the ACTED  technical assessments and overall implementation of ACTED programs, based on the need identified by the deputy project manager.

Technical Assistance (Program)

  • Prepare technical drawings on ‘’Autocad’’ or other tool, as preferred.
  • Responsible to conduct field technical assessments to assure the standard quality of materials to be provided (specifications and installation).
  • Verify that the construction works are corresponding to the design, and the quality of the installed materials meets the desired standards.
  • Support the deputy project manager in the structural design of houses eligible for project support

Field Work and implementation (Program)

  • Complete beneficiary assessment forms as stipulated in project tools
  • Review and compare ACTED and OCHA assessments to ensure compatibility Keep in touch with the beneficiaries after the emergency response and update the deputy project manager of any urgent matters.
  • Ensure smooth cooperation with ACTED partners and maintain systematic lines of communication.

IV-Qualifications:

  • Bachelor's degree in Architecture, Civil Engineering, or related field.
  • Minimum 1 year experience in relevant field with good skills to implement and manage quality control on different programs.
  • Ability to write reports and follow-up execution of projects’ activities.
  • Very good knowledge of West Bank villages and ability of movement in the field.
  • Able to commit to flexible working hours and willing to travel whenever necessary.
  • Ability to work in a team, under pressure, ability to take initiative, make decisions, monitor and evaluate. Capable in planning and problem solving.
  • Ability to handle multiple assignments & meet deadlines with willingness to travel to the field independently
  • Very good in written & spoken English/ Arabic with technical report writing
  • Valid Driving license (with clean record) is compulsory

CYEE is inviting highly qualified candidates to apply for the following positions:

  1. Projects Coordinator: Full time, based in Ramallah.
  2. Projects Assistant: Full time, based in Ramallah.

- Duration of contract: One year.  

1. Projects Coordinator.

Tasks and Responsibilities :

  • Assist in overall management of projects, including planning and reporting.
  • Regular field visits to assess the implementation of various projects and activities.
  • Ability to lead, motivate and inspire team members.
  • Maintaining and building strong relations with local partner organizations and institutions, including private-educational, and public-sector partners.
  • Input into the development of M&E and indicator tracking plans for all projects, and the development of additional M&E tools as necessary to monitor projects’ progress.

  • Providing support to projects implementation.

متطلبات الوظيفة

1. Projects Coordinator.

Qualification Requirements:

  • Advanced University Qualification (in International Relations, Political Science, Business Admin, Development Studies or another related field)
  • Excellent written and oral communication skills in both English and Arabic
  • (2-3) years of project management experience in a Palestinian or international NGO.
  • Previous experience in project cycle management, including development, implementation and monitoring.
  • Excellent computer competency.

2. Projects Assistant.

Qualification Requirements:

  • Bachelor’s degree in business administration, English language, or other related fields.
  • (1-2) years of project assisting experience.
  • Fluency in written and spoken English and Arabic is a prerequisite.
  • Translation capacity from Arabic to English and vice versa.
  • Computer editing skills (MS office programs, power point, etc).
  • Ability to work to deadlines and work under pressure.
  • Have excellent interpersonal skills for collaborating effectively with others.
