 الوصف الوظيفي

The Palestinian Agricultural Relief Committees (PARC) is planning to implement aims at Enhancing Gaza farmers’ livelihood resilience against water quality deterioration, and inaccessibility to water in different locations around Gaza. The project is expected to be funded by BMZ through Bread for the World. The project will be implemented in partnership with Diakonie Katasterophenhilfe.

PARC is seeking qualified candidates to assume the following:

position:  Project Manager

Location: Gaza City.

Period: 23 Months

Salary: The salary is competitive and commensurate with the

Start up: The project may start at January 1st 2023.

 

Qualifications:

KNOWLEDGE, SKILLS, AND ABILITIES

  • Planning the project activities as per the project proposal, agreement and the project wide action plan.
  • Preparation of detailed and effective project’s action plans.
  • Leading the implementation activities as per the project proposal, agreement, and action plans.
  • Ensuring that all project activities are implemented in a timely manner and according to PARC’s and donor’s rules and regulations.
  • Provision of proper administrative and technical supervision to make sure that the project activities are accomplished according to the highest standards.
  • Making sure that the scope of the project is maintained at all phases and achieving planning.
  • Supervising the technical and field staff involved in the project
  • Managing the project budget under the supervision of the Program Coordinator according to PARC’s and donor’s rules and regulations.
  • Developing managerial processes and procedures needed for achieving the projects’ activities, outputs and outcomes as per PARC’s, and its partners’ standards.
  • Providing training on water resource management in agriculture to beneficiaries.
  • Conducting regular field visits to ensure proper activities implementation on the ground.
  • Liaising with the partners/donors of the project to ensure proper implementation of the project’s activities and timely submission of deliverables in coordination with the Program Coordinator.
  • Preparing periodical reports as requested by PARC and its project’s partner/donor in consultation with the Programs Coordinator.
  • Preparing technical and managerial reports as per the agreement with the partner/donor including close out reports in consultation with the Program Coordinator.
  • Assisting the finance department in preparing periodic financial documents and reports.
  • Ensuring that all activities of the project are properly documented and maintained an efficient project filing system.
  • Reviewing the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards.
  • Leading the design and implementation of the Monitoring and Evaluation plan of the project in consultation with the Program Coordinator and PARC’s partners.
  • Representing PARC in project’s related workshops, conferences or seminars
  • Performing any other tasks related to the project.

EDUCATION/EXPERIENCE:

  • Relevant university degree; preferably Bachelor or higher degree in Engineering, or any related project management related field.
  • More than five years’ experience in direct project management in the field of agriculture or structural projects. Having experience in both is preferable.
  • Proven reporting skills in English and Arabic.
  • Proven experience in designing and supervising/implementing M&E processes
  • Experience in site engineering and engineering project implementation is a plus
  • Being Organized, paying attention to details and able to work independently.
  • Ability to work under pressure, meet deadlines, prioritize workload and multi-task.

UNDP/PAPP is active in four thematic areas: democratic governance and the rule of law; economic empowerment and private sector development; environment and management of natural resources; and public and social infrastructure.

The Civil Society Organizations (CSOs) for inclusiveness, Democratic Governance and Human Rights project is designed to actively contribute to democratic governance and protection of human rights in the occupied Palestinian territory (oPt). The project promotes a more active and effective engagement of CSOs in governance and policy dialogue, improving their quality of action and accountability in front of partners and constituencies, and for strengthening cooperation with public authorities at the local and national levels. Moreover, this project will provide a democratic space in supporting networks, unions and platforms for CSOs to define their specific role and exercise their functions accordingly.

Duties and Responsibilities

  1. Ensuring effective project management by maintaining the delivery of appropriate technical, operational, financial and administrative outputs, while tracking the project’s progress through monitoring, evaluation.
  2. Coordination and building strong partnerships with the implementing partners and relevant stakeholders.
  3. Preparation and finalization of Project related reports as well as Corporate reports.
  4. Knowledge sharing and other relevant responsibilities pertaining to the implementation of assigned activities and contribution to the office’s overall programmatic initiatives.
  5. Perform other duties as assigned by the supervisor.

The Project Manager will undertake the following functions:

Ensuring effective project management by maintaining the delivery of appropriate technical, operational, financial and administrative outputs, while tracking the project’s progress through monitoring, evaluation:

  • Implement and manage the project on a day-to-day basis, coordinate the implementation of the respective activities based on the relevant project document, including, as needed, supervision and guidance of other project staff, consultants and experts with a view to achieving project results;
  • Ensure the timely and quality delivery of planned project activities;
  • Develop comprehensive/detailed project work-plans that include all project activities and roles and responsibilities of the stakeholders and set-out corresponding milestones;
  • Monitor the progress of implementation of project activities and key event schedules, review the work- plans and set deadlines, and monitor the financial resources and accounting to ensure accuracy and reliability of financial reports;
  • Mobilize goods and services to support project activities, including Call for Proposals, drafting TORs and works/product requirements and specifications;
  • Manage and monitor project risks initially identified, submitting information on the new risks and possible mitigating measures to the Project Board for consideration and updating the status of these risks by maintaining a Project Risk Log;
  • Assume responsibilities in line with the office Internal Control Framework and act as a `first authority` for Project transactions;
  • Ensure the adherence of project activities to the existing financial, procurement and administrative processes that are in line with prevailing UNDP rules and regulations and, at the same time, observethe project timelines;
  • Ensure that gender Equity is pursued in all project activities and reflected in work plans, budgets, reports, research, analyses and, where relevant, analyzed in detail;
  • Ensure that accessibility for persons with disabilities is reflected in all project activities;
  • Consult regularly with other UNDP projects and programs on related activities, where synergies are possible.

Coordination and building strong partnerships with the implementing partners and relevant stakeholders, focusing on achievement of the following:

  • Maintain strong relationships with the implementing partners, line ministries and other relevant partners and donors;
  • Manage the contractual agreements with implementing partners;
  • Maintain regular coordination and quality assurance of expert inputs and products, as well as among project partners to ensure coherence and complementarity of project activities;
  • Identify opportunities for deepening the cooperation and recommending adequate approaches to dealing with different stakeholders based on information on all relevant stakeholders gathered during projects’ implementation;
  • Maintain regular communication on relevant project issues with the local and international counterparts, consultants and experts and ensuring quality and timely delivery of all agreed outputs;
  • Engage with groups and communities in project activities to reflect their needs and elements of success to the planned interventions.
  • Communicate project goals and activities clearly to both stakeholders and the wider public.

Preparation and finalization of the reporting, focusing on the achievement of the following:

  • Prepare project progress and ad hoc reports (progress against planned activities, update on risks issues, expenditures…) and ensure timely submission of the reports to the project board and relevant donor(s). The developed reports are expected to be of good quality with proper analysis of the results.
  • Assist in periodical corporate reporting, including Atlas quarterly progress and ROAR;
  • Develop presentations and other materials as required.
  • Update and file the relevant documentation in line with PAPP filling guidelines.

Knowledge sharing and other relevant responsibilities pertaining to the project implementation and contribution to the office’s overall programmatic initiatives, focusing on the achievement of the following:

  • Ensure compilation and synthesis of lessons learnt and best practices throughout project implementation;
  • Support the strategic sharing of relevant knowledge and information gathered throughout the project implementation phase, in close collaboration with the Communications & Partnerships Specialist;
  • Sound contributions to knowledge networks and communities of practice;
  • Actively commit to learning for advancing professional skills and career.

Perform any other duties as assigned by the Supervisor.

Required Skills and Experience:

Min. Education requirements:

Master’s degree in Governance, Public Administration, Social Sciences, International Development, Business   Administration, or related fields OR

Bachelor’s Degree in Governance, Public Administration, Social Sciences, International Development, Business   Administration, or related fields with additional 2 years of relevant experience will be given due consideration in lieu of Master’s degree.

Min. years of relevant work experience:

Minimum of 2 years of relevant experience with Bachelor’s degree in managing development projects, including financial, budget, risk, staff, as well as quality management

Required skills:

Proven experience in working with the Civil Society Organizations (CSO’s) and non-governmental organizations (NGOs),  and  bilateral and multilateral donors is required.

Experience in project management (including results-based management, finance, HR, and procurement) is required.

Excellent use of project management software and Microsoft applications is required.

Desired skills in addition to the competencies covered in the Competencies section:

Knowledge of the UN system and familiarity with UNDP procedures  would be an asset.

Previous experience with international (public or private sector) organizations is desirable.

Previous experience working with Human Rights, as well as Youth and Women Serving Civil Society Organizations is desirable.

Required Language(s):

Fluency in both English and the Arabic language.

Job Purpose:

TCC is seeking a qualified person to fill the position of Project Manager – Full time Job, under the Psycho-Social Support Program, which aims to help Palestinian children suffering from post-traumatic stress disorder related to violence and Socio-emotional learning challenges associated with difficult social conditions and miserable living conditions can restore their normal conditions, including their normal social and academic performance.

Major Duties and Responsibilities:

  • Preparing the detailed implementation plan of project activities.
  • Supervise and follow up the implementation of the project activities according to the indicators and the MEAL plan.
  • Ensure all project activities are implemented in a timely manner per the approved action plan and relevant project documents, and according to donor’s rules and regulations.
  • Keep track of the financial expenses within the project budget.
  • Plan for and implement regular field visits to monitor project progress and make adjustments as necessary in coordination with the project staff to ensure the successful completion and achievement of results.
  • Conduct and attend meetings, workshops, and other activities related to the project.
  • Manage project participant’s database.
  • Manage internal and external communication related to the project.

  • Prepare regular monthly reports, progress reports, interim and final narrative reports in English and Arabic, with high quality and in a timely manner including the key achievements, challenges, and obstacles facing the implementation of the project.
  • Contribute to the development of new program ideas in the field of work.
  • Provide regular feedback to the TCC management regarding the implementation progress and recommendations to promote the quality of the project outputs.
  • Participate in the evaluation and closing of the project.
  • Document all activities of the program and maintain an efficient filing system including all project-related documents.
  • Document project success stories and case studies.
  • Perform any other tasks and duties as necessary throughout the project period.

Qualifications and Experience:

  • A Bachelor degree in Psychology or Educational Psychology or any other related field. A Master could be a plus.
  • At least 5 years’ experience in NGOs and 3 years in providing psychosocial support services.

  • Sufficient knowledge of the SDGs, especially the SDG4, and other International Treaties related to education, especially those related to the Palestinian context.

General Description:

The project manager is responsible for planning and overseeing the Treasury Management System “TMS” project, to ensure its completion in a timely manner and within budget. Responsibilities:

Based on the PMA’s project management framework, the Project Manager's responsibilities include (but are not limited to):

  1. Coordinate and provide project updates on a consistent basis to various stakeholders about strategy, adjustments, deviation, duration, deliverables, risks, and progress, to ensure they are all informed of project requirements and deadlines.
  2. Perform project-related risk assessments to minimize potential risks and uncertainties.
  3. Measure project routine and ad-hoc performance by analyzing the completion and deviation of goals, to identify areas for improvement
  4. Ensure that all project deliverables meet expectations and time frames within the project scope, quality standards, IT, Monetary Operations, Payment System, Procurement, Finance etc…
  5. Keep good constant communication with vendors and suppliers.
  6. Manage changes to the project specifics, schedule, and budget using appropriate verification techniques.
  7. Utilize industry best practices, techniques, and standards throughout the entire project execution
  8. Follow-up on related issues with project support departments for example procurement, finance, and IT.
  9. Create and maintain comprehensive project documentation.
  10. Conduct post-project evaluation and identify project strengths and weaknesses.
  11. Build and maintain good relationships with internal partners, third-party vendors, and higher management.

Academic Requirements: Bachelor's degree in computer science, business, finance, or a related field.

Project Management Professional (PMP) certification or related certificate is desired.

Practical Experience:      

  1. At least 5 years of work experience in leading and managing projects. Experience with international organizations is desired.
  2. Has managed at least 3 projects successfully in similar fields, where one of them had a budget of more than $500,000.
  3. Sound knowledge of investments, and treasury systems, in addition to knowledge of treasury support operations, is desired.
  4. Knowledgeable in IT infrastructure implementation and management, including Databases, networks, and SAN storage.
  5. Knowledgeable of project management software tools, methodologies, and best practices.
  6. Proven ability to complete projects within outlined scope, budget, and timeline

Languages:  Fluency in both English and Arabic (verbal & written).

YWCA of Palestine : Project Manager

Key Responsibilities:

The YWCA is seeking to hire a qualified project manager to take the lead in management and implementation of the Young Women for Awareness, Agency, Advocacy and Accountability (YW4A) Program; leveraged by the Global Fund for Women project. Those projects contribute to realizing SDGs 5 and 16 through combating gender-based violence (GBV) through advocating for adoption of policies and legislations based on equality, nondiscrimination, and the respect for women’s human rights, and challenging the existing patriarchal structures and systems in parallel.

The YW4A’s long-term outcome is to strengthen and diversify young women’s participation and amplify their voices to effectively influence decision-making towards gender-just laws, policies, norms, and practices related to their bodily integrity and equal participation.

The responsibilities and the project manager include, but are not limited to, the following: 

· Achieving the projects’ objectives and outputs in compliance with the projects’ log frame

· Planning and designing projects’ detailed implementation plans.

· Present YWCA and attend all meeting with YW4A technical partners, follow up on implementation of outcomes.

· Prepare the required projects’ technical reports as per the respective agreement and the required internal reporting.

· Supervising the preparation and finalization of financial transactions.

· Supervising the project team to ensure timely implementation of activities.

· Ensuring projects adhere to frameworks, donor regulations, and that all documentation is maintained appropriately.

· Ensuring data quality within the two projects and analyzing the data to report on the outcome level.

· Represent YWCA projects in the targeted communities and local and international partners.

· Conduct field visits to the locations of the project and communicates with partners and youth.

· Maintain effective communication with the YWCA’s program support departments; including: M&E, finance, HR, procurement and media.

· Ensure adaptation of a participatory approach in working with the local partners and young women groups.

· Participate in project staff regular meetings, and propose any developmental ideas.

· Any other assignments are required by the supervisor

Job Requirements

· BA degree in business administration, social sciences, gender studies or any field of relevance, masters’ degree is a plus.

· Proven experience and knowledge in working on gender issues and GBV with Palestinian NGOs.

· At least 7 years of experience in NGOs, working with feminist organizations on GBV issues, with track experience in project management.

· Strong skills in communications, negotiations, and problem solving.

· Ability to work in a team and under pressure.

· Good Knowledge of the civil society’s work, youth field’s values, and community mobilization.

· Excellent skills in using computer and any relevant digital tools

· Excellent writing skills in English and Arabic
