Mercy Corps and International Youth Foundation (IYF) are implementing a 5-year USAID-funded Positive Youth Engagement (PYE) activity, a multi-sectoral youth program designed to address the challenges of Palestinian youth in Gaza, the West Bank, and East Jerusalem. Through a selected group of national partner organizations and community-based organizations (CBOs), PYE will support marginalized youth aged 10-19 at risk of social marginalization by improving education, health, employment, community engagement and other needs identified through diverse, community-supported assessments. By increasing opportunities for Palestinian youth to realize their potential and to effectively contribute to social and economic development, vulnerable youth will be able to transform into productive, contributing citizens who are connected to and engaged in their communities.

Program / Department Summary

The Mercy Corps Finance Department is responsible for all financial functions in Palestine, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.  The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures.  In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

General Position Summary

Working in the Finance Department under the direction of the Grants Compliance and Finance Manager, the Senior Finance Officer/Sub-Grantees will ensure Mercy Corps Sub-Grantees (Partners) Financial monitoring, control and reporting are implemented in line with Mercy Corps and USAID/ Other donors Regulations.

Essential Job Responsibilities

Program Management
  • Conduct Sub-Grantee pre-award assessment documentation collection and review.
  • Review Sub-Grantees Financial Reports and verify original supporting documents.
  • Ensure that supporting documentation of costs charged to MC are in line with the USAID/Other Donors rules and regulations and are submitted on time.
  • Conduct quarterly visits and spot checks to Sub-Grantees during the project implementation
  • Conduct regular meetings with Sub-Grantees to ensure that issues identified during the implementation period of the project, or issues that may arise, are dealt with in a timely and correct manner.
  • Ensure that Sub-Grantees do not overspend or underspend, as this will have an impact on MC’s overall reporting to the donor.
  • Ensure that all transfers of funds to Subgrantees are registered properly in the Navigator Accounting System.
  • Responsible for the electronic and hard copy archiving for all Subgrantees agreements documents, narrative and financial reports and receipts in accordance with the Field Finance Manual.
  • Assist in sub-grant close-outs ensuring that all requirements of the sub-grant agreement have been met and that sub-grant funds have been properly settled.
  • Stay abreast of changes in applicable USAID/ Other Donors policies and ensure changes are implemented as required.
  • Ensure all Sub-Grantees are fully aware of USAID/ Other Donors and internal regulations.
  • Conduct additional technical assistance to sub-grantees as necessary to maintain high standards of compliance.
  • Ensure efficient and timely coordination with the Gaza Finance Team.
  • Primary responsibility for maintaining the Sub-Grantees cards in the Navigator Financial System.
  • Coordinate the preparation and ensure the on-time submission of the quarterly financial reports for international Sub-Grantees to HQ.
  • Assist the Grants Compliance and Finance Manager in responding to audit inquiries.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

  • Supervise, hire and orient new team members as necessary.
  • Provide team members with information, tools and other resources to improve performance and reach objectives.
  • Contribute to country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.

 

Security
  • Ensure compliance with security procedures and policies as determined by country
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

  • As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
Accountability to Beneficiaries
  • Mercy Corps team members are expected to support all efforts toward accountability, specifically
    to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

Reports Directly To: Grants Compliance and Finance Manager

Works Directly With: Finance and Compliance team in JR, WB and Gaza

Knowledge and Experience

  • Six or more years of general ledger accounting or auditing experience is required.
  • A university degree in accounting or auditing is required.
  • Two years’ experience in the Finance Department of an international NGO is preferred.
  • Demonstrated competency with computerized general ledger software.
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Prior management experience and strong organizational skills.
  • Excellent oral and written English skills.

Success Factors

The ability to interact effectively with international and national personnel is required.  A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary.  A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.  The Senior Finance Officer must be willing to travel to Mercy Corps field offices and project sites.
