NRC Information, Counselling and Legal Assistance (ICLA) programme in Palestine works on protecting people and communities who have been, or are at risk of being, forced to leave their homes. ICLA provides legal information, training, counselling and assistance for those affected by discriminatory policies and practices.

Job Purpose

The ICLA Project Coordinator is responsible for the implementation of the delegated ICLA programme portfolio in West Bank, including East Jerusalem. The ICLA Project Coordinator will manage the ICLA technical officers, oversee legal services and capacity building delivery and provide support on specific technical competences related to programme development and implementation.

What you will do

  • Manage and implement ICLA projects (project work plans, procurement plan, spending plans, M&E plan) in line with proposals, strategies and donor requirements
  • Contribute to funding proposal, project budgets and reports, assist in development and design of the relevant reporting templates, SOPs, checklists and other ICLA tools
  • Monitor and follow-up the delivery of quality ICLA services, conduct field visits to targeted locations, including to ICLA partner locations and identify appropriate sites for ICLA outreach work and establishment of activities in coordination with ICLA team
  • Monitor the project performance and progress towards set targets according to ICLA database and other monitoring tools; monitor, analyze and document issues of concern arising during legal case management
  • Monitor and supervise ICLA local partners and consultants, as delegated by Project Manager
  • Prepare, organise and facilitate trainings, workshops, webinars and other events according to plans / requests
  • Contribute to ICLA needs assessments, surveys and information collation on trends in access to justice, legal aid provision, rights violations and displacement trends
  • Coordinate with project staff from other NRC programmes in relation to planning and implementation of programme interventions, ensure integrated programming response when applicable
  • Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums as delegated by Project Manager
  • Contribute to organizational learning through the provision of specific technical analysis, lessons learned and reports

Professional Competencies and Qualifications Required

  • Israeli Bar Registration and/or Palestinian Bar Registration with proven knowledge of Israeli domestic law
  • Masters in field of law, international law, management or other relevant field is an advantage
  • Minimum of 3 years relevant work experience in legal and management fields, preferably in non-governmental sector
  • Documented technical competences related to the position’s responsibilities
  • Experience working with donors and on projects in humanitarian context
  • Advanced knowledge of the context in the Occupied Palestinian Territories 
  • Advocacy experience
  • Cultural Sensitivity and Competence
  • Fluency in Arabic, Proficiency in English, and Good knowledge of Hebrew, both written and verbal

Duty Station: Jerusalem

Duration of contract: Open end contract

Grade 7 in NRC's grading structure
