General objective of the job

The purpose of the position is to work with cases of children in need of support as part of a project funded from European Commission Humanitarian Aid & Civil Protection (ECHO) under the Education in Emergency (EIE) sector.  Through this funding, World Vision JWG is implementing and 24 months project targeting 41 schools, 33 communities and 8 CBOs across the West Bank- Area C in Yatta, Bethlehem, Nablus, Jenin, Tubas, Ramallah and Dura. The project “Safe Access to inclusive and dignified education in Areas B and C- West Bank” will be implemented in partnership with War Child Holland. The overall objective of the project is to contribute to improved resilience of boys and girls affected by conflict and insecurity by enabling education to provide life-sustaining and life- saving physical, psychosocial and cognitive support. The project will focus on 2 main outputs which are; children in targeted areas (Areas B & C) have improved access to quality education, psychosocial support (PSS and Child Protection (CP) services at school and community level; and Children are protected against hazards and conflict in a safe and protected learning environment.

Position in the organisation:

Title: Case Management Officer.

Job Location: West Bank - Hebron.

Reports to: Case Management Supervisor.   

Essential functional relations:  PSS technical officers and project coordinator.

Contract duration: 12 months, with the possibility of renewal based on the high performance and availability of funds.

 

Result areas

1. Direct support and care to vulnerable children

  • Provide direct support and care for vulnerable children, including case management. Case management services include:
  • Identification of individual children in need of case management through regular presence in the community
  • Follow up with children referred to WCH by other agencies and community partners
  • Identifies, refers and follows up on all services and ensures action points are carried out within the agreed timeframe
  • Basic counselling and psychosocial support
  • Regularly reviews and when needed, adjusts action plan to ensure progress
  • Appropriate follow-up and referrals
  • Case closure (if and when appropriate)
  • Manages cases in line with the Standard Operational Procedures (SOPs);
  • Documents cases using case notes and regularly updates the database to ensure comprehensive record of each case
  • Ensures data collection and storage is done in a confidential manner;
  • Monitors, guides, advises and supports children and caregivers throughout the process
  • Ensures that children receive multidisciplinary and holistic support
  • Provides mapping and updates of available services and organizations operating in the area and shares with relevant people at WCH
  • Ensures child protection concerns are shared with relevant staff
  • Delivers awareness sessions to families on child protection when needed

 Result: A case management plan for each child is developed, implemented, monitored and adjusted in such a way that the cases are managed until closure within a set timeframe and work-plan.

2. Supervision, internal/external coordination and representation

  • Introduce War Child services within the targeted communities.
  • Coordinate with CBOs on implementation of activities
  • Coordinate on a daily basis with WCH program staff
  • Liaise with relevant child protection actors working in the area, including national and international
  • Participate and represent WCH in CPN meetings when necessary
  • Coordinate with partner organizations for referrals
  • Liaise with Protection Consortium focal points in the area
  • Participates in relevant case management meetings
  • Act as Child Safeguarding Focal point for their specific areas

Result: WCH activities are well coordinated among other relevant child protection actors, including representation at the child protection network (CPN)

  3. Monitoring and reporting

  • Support the maintenance of WCH case management system
  • Complete the case management quality assessment tool on monthly basis
  • Support tracking of activities using agreed M&E tools
  • Participate in weekly reporting and planning meetings to ensure adherence to standards of care, quality case management, and reporting requirements are followed
  • Other duties as assigned by the supervisor to enable and develop WCH programs

متطلبات الوظيفة

Knowledge and Experience

  • Accredited social work degree or other social science degree with relevant social work or case management experience.
  • Minimum of 3 years relevant experience.
  • Good understanding of the local context and social welfare and legal system for child protection services.
  • Previous experience working with children/refuges/vulnerable populations.
  • Proven experience engaging with different target groups from all backgrounds (children, families, local and international organization, government, etc.).
