Stars of Hope Society (SHS) Located in Ramallah, a non-profit association, registered by the Palestinian Authority, and founded in 2006 under the charitable Association and civil Bodies with license number RA-22493-C.

Stars of Hope Society is a lead organization for women with all types of disabilities in Palestine. It is a woman-centered organization, which works on a collective model. Women with disabilities run our organization, to help and empower other women with disabilities. It is the only organization of its kind in Palestine and one of a very small number internationally.

Stars of Hope Society is seeking a qualified person to fill the position of a Projects Officer.

The Role

This role will ensure the implementation of SHS interventions within SHS different projects under the Economic Empowerment Program.

Key responsibilities & Accountabilities

Ensure the mainstreaming of Youth, Women and Disability Inclusion approaches in the projects areas.

Ensure gender equality and the rights of women with disabilities.

Implement, monitor and evaluate project/s activities in accordance with SHS policies and procedures.

Contribute to development of annual and monthly plans together with projected spending and monitor progress against this plan closely.

Ensure that activities are taking place on time and in accordance with the budget and work plan whilst maximizing the benefit of the project for the community.

Ensure proper financial process in all procurements related to the project and are adhering to SHS and donor financial policies and procedures.

Facilitate field level activities e.g., assessment visits, trainings…etc. in coordination with local partners, youth and groups of people with disabilities and or committees.

Conduct regular monitoring visits to the field and ensure all forms of monitoring are documented.

Ensure coordination with local/national partners, participate in all meetings, keep minutes and follow up the implementation of action follow ups as required.

Ensure compliance with the Monitoring, Evaluation and Learning framework, risk management matrix and donor guidelines.

Ensure that narrative and financial progress reports are submitted on time to the Programs Manger.

Prepare training materials, proceedings, posters, etc. in collaboration with the senior programs team and technical advisors.

Prepare project implementation plans and budgets.

Prepare periodical and annual reports.

Assist the programs manager on a range of tasks aimed at strengthening the economic empowerment projects.

Perform other related duties as required

Essential

At least Bachelor’s Degree in Business administration, Social Science, Social work and other related field, preferable MA degree holder.

At least 5 years of relevant working experience management of developmental projects and initiatives.

Work experience in managing youth, gender equality and most specifically economic empowerment and enabling projects.

Previous training courses in mainstreaming Youth, Women and disability Inclusion topics.

Desirable

Knowledge of the economic empowerment, gender equality, youth rights and their relevance in disability mainstreaming.

Knowledge of project cycle management and disability development programming

Knowledge of effective participatory Monitoring, Evaluation and Research systems and processes

Excellent interpersonal skills, including representation and ability to build relationships with colleagues.

Excellent Arabic-English written and oral communication skills, including presentation

Strong negotiation, influencing and problem-solving skills.

Ability to analyze information and evaluate options including planning skills

Proficient in computer skills and use of relevant software.

ACTED NGO : Project Technical Officer

I-    Background on ACTED

ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-oriented working environment.

II-   Country Profile

In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of cooperatives in rural areas, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks a Project Technical Officer for its operations in Gaza.

III- Responsibilities

The technical officer will work under the project supervisor and is responsible for collecting technical data specific to shelter projects criteria. This includes organizing and supervising the technical field assistants in the field, checking and approving the relevant documents. He/She is responsible to follow up the technical work implementation, and provide technical support and supervision for projects beneficiaries. 

  • Complete beneficiary assessment forms as stipulated in project tools.
  • Support in conducting technical assessments in line with project criteria, in order to meet objectives and needs
  • Ensure smooth cooperation with ACTED partners and maintain systematic lines of communication.
  • Prepare BOQ’s for needed works and support accountable selection of Beneficiaries.
  • Report any complaint raised by beneficiaries through the agreed mechanism. 
  • Update daily the line manager about the situation of the ongoing activities.
  • Provide trainings to local partners as per project action plans.
  • Establish strong working relationship with targeted communities, including local leaders and identification of local focal points.
  • Promote and share ideas for technical improvement in design, delivery or monitoring of market based and shelter-related projects.
  • Maintain a degree of flexibility to work irregular hours in the case of a rapid emergency response.
  • Report daily and on weekly basis to the line manager.
  • Contribute to the development of ACTED’s strategy, action plan and activities plan and priorities for the Shelter program.
  • Undertake any other reasonable task assigned by management

IV-    Qualifications:

  • Bachelor's degree in Civil Engineering, or related field.
  • Minimum 4 years’ experience in relevant field with good skills to implement and manage quality control on different programs.
  • Proven experience working with NGOs, INGOs, possibly in similar roles.
  • Ability and experience to write reports and follow-up execution of projects’ activities.
  • Very good knowledge of Gaza Strip and ability of movement in the field, including insecure environments.
  • Able to commit to flexible working hours and willing to travel whenever necessary.
  • Ability to work in a team, under pressure, ability to take initiative, make decisions, monitor and evaluate. Capable in planning and problem solving.
  • Ability to handle multiple assignments & meet deadlines with willingness to travel to the field independently
  • Mature professional attitude, excellent communication, creative and flexible with ability to work in a team.
  • Computer skills, especially on the technical-related software’s and including the ability to operate Microsoft Office Pack 
  • Excellent in written & spoken English/ Arabic with technical report writing 
  • Valid Driving license (with clean record) is compulsory

Org. Setting and Reporting
 
The incumbent will report to the deputy chief field relief social services programme and will be responsible for Project Technical Coordinator, Project Admin Coordinator , Clerk
 
 Responsibilities
 
In accordance with Agency policy and procedures, the incumbent:
(A)   Verifies and reviews project needs identified by CIU's Technical Coordinator; formulates project plans in liaison with the coordinator; prepares project proposals.
(B)Monitors the implementation of the project; reviews implementation to verify adherence to donor stipulations, grant agreement guidelines and deadlines; reports to the supervisor any delays or bottlenecks hindering the speedy implementation of projects; keeps RSSP management updated on progress and major issues; prepares progress and final reports for running or completed projects, in addition to other types of reports required by management. (C)Manages resources (human, financial and others) and ensures that operations are consistent with available resources; determines the different assistance modalities to be used by CIU to address the needs of the affected population; determines community level and preventative measures activities according to available resources and community needs; overviews payment requests and provide final approval; follows up on project funding status with PSO; drafts correspondence thereof.
(D)Leads internal communication; oversees coordination with PND management team in terms of priorities and overall management of the project; maintains contact with local representatives of UN organizations, NGOs and community organizations in general and work groups/clusters in relation to the project; establishes communication channels with affected communities; develops and oversees reporting mechanisms on incidents from different stakeholders.
(E)Follows up with Communication staff on project visibility and communication products that needs to be developed in accordance with donor stipulations; Determines priorities for visibility products and communicates them to the responsible programme/department. (F)Establishes/enhances and oversees the Unit's feedback mechanisms (including the hotline); leads and develops the appeal process and channels.
(G)Where necessary, conducts field visits and/or meet beneficiaries to gain first-hand knowledge on project(s) and collect other vital information necessary for monitoring, progress reports and/or final reports, and to formulate new project proposals.
(H)Provides particular emphasis on Project Cycle Management techniques, development of logic frameworks in project management and "lessons learned"; works on developing the capacity of staff in managerial issues.
(I)Performs such other duties as may be assigned;

Minimum of six years' related professional experience required, preferably in an international/ humanitarian context in developing and managing related projects. Experience in supervising and managing other staff is required

Proven experience in building and maintaining partnership and relationships with institutional donors(Required)
